on other note: if i adopt the collective rule policy, what do i get instead of a settler with those civs?

Nothing. But its your fault for adopting Liberty (which is about expansion) on a one city civ.
Get Tradition, or anything other then Liberty.

I was browsing deviant art last week and saw the Saracen Archers and thought "I'm gonna make a Sicily mod!"
Then i was informed you plan on doing Saracen Archers for the holy roman empire, or something, which is a bit odd. But good luck with that!

There aren't many good tutorials for icons with photoshop (that i can find)

I've recently started using your Greek city-states mods. They're definitely well made, and represent the source material very well. However, there is one major issue with most of them: they are not sufficiently powerful, because of their inability to gain settlers or annex cities. When you decide to go that route, you have to make the rest of the civ absurdly overpowered to compensate for that gigantic negative. Take Venice, for example. To make up for the fact that you can't gain settlers or annex cities, they (1) have a unique unit that allows them to puppet city-states, (2) are able to purchase in puppeted city-states, and (3) have double the amount of trade routes. Any one of those things would be overpowered in a normal civ, and they have three of them, because not being able to gain settlers or annex cities is that huge of a detriment.

Your Greek city-states, by comparison, have things that are slightly overpowered, but nowhere near as powerful overall as what Venice has to make up for its negatives. Of all your Greek civs, the best one is Megara, even though its UA isn't nearly as good as your other Greek civs, because being able to found cities is so incredibly valuable. I think sometimes it's easy to forget just how valuable that is, and so then the civ winds up ridiculously underpowered because the loss of that value wasn't properly compensated for. Unfortunately, that's what happened with most of your city-states. Despite the fact that all of the rest of your work on them is excellent, overall they are basically broken, because of being so underpowered.
 
I'll take a look at them and see how i could make them more powerful. The problem is, they used to be overpowered and i had to weaken some of them. So now i'm not sure what level of power that can work with them.

Updated Thebes. I decided it can build the Cities that were part of the Boeotian League but not important enough to be their own civ.

I also updated Sparta.
