Fort 'cheat' - is it a bug ? or design fault ?

Build a fort on an oil square. You get oil as soon as you discover combustion. No need to build a well. (O.K. the local city doesn't get full benefit but destroyers are an overwhelming advantage over 'sail' !!!) T'ain't right.

None

Forts do this for every resourse, and so your argument would also hold for Iron, or Horses etc.

FORTs collect resources
 
But they only do it in your own borders right?
 
isnt that feature a bit stupid? Unless theres a river or lake of oil, then they have to drill.
 
Then it would have been more cool to have an upgrade option with the worker unit. Something like road to railroad, eg. a fort can be upgraded with radar or whatever to increase the visual range. Or make them expand cultural borders...

Not at all. You can also build a city on the oil resource and get the same result as soon as combustion is discovered.
 
You get the resource with forts but not the economical benefit of the improvements (oil well, pasture, etc).
 
Also forts cost about twice as many turns to build. That and no "worked square" bonus (+:hammers: for mine) balances their use.
 
It comes in handy for this old scenario. You have a city near the cost and it's culture engulfs a small landmass next to the city (but no connection via land). To get a resource on such a landmass you would need to put a city there. Now, you can put a fort there and finally be able to get this resource.

Forts act as cities for resources, city-specific promotions and healing.

No it cannot.

If you put a well there it would need to be connected via road to a river. If the well has a road and is on the coast, this is NOT sufficient enough for you to receive the resource. Before it would still need to be connected to a city, now you can use a fort instead of the city.

To 'get' the resource there should be some way of needing e.g. a well (for oil) AND the fort.

Hm, how can I put this... YOU'RE WRONG. It's as simple as that.
I did a WB test. Make a 5X5 lake and put a single land tile in the center. Give yourself territory over the whole lake, and a city right next to it (or away from it, connected by river). Put Oil, well, and road on the land tile and give yourself cumbustion and scientific method. YOU WILL HAVE THE OIL.

That might be because it's a lake. Did you make a WB test with the separating water mass being a ocean? In other words the land mass being a small island off your coast and not an island in a lake you control?
