Is the first caption (where the leaders have an initial comment) box for Frederick supposed to be empty? It's blank and only when you select "Let there be peace in out time" does the second window appear with a small comment in it and the option to talk, exit, etc.
Fishing net's didn't appear when on an ocean tile when made with a work boat after the correct tech to enable bulding Caravel's and ocean travel. The terrain special I was trying to 'capture' was fish, not a whale so it doesn't seem the same 'bug' as reported by someone else in a different thread.
