Free PCX-Editing-Program?

Now, the god-knows-how-often-request. I already tried to use paint and to save the BMP as a PCX by IrfanView, but because of the plette this doesn't work. PSP would be cool, but, understandly, I don't want to pay ~82€ (=100$) a month just for Civ3. Does anybody know where to get Gimp (or an x-any other program) for free?

(If Gimp is a shareware, I hpoe that this question isnt against copyright, whyever it should be)

IMGForge is the one I found by accident a year ago, and have been using ever since :)
A very decent program, not shareware :)
 
Thank you very much! But one question how to use it: Where can I change the pallete?

If you know people in the design business, try to get your hands on Photoshop.
 
Yeah, I wish I had 800$ to spend on photoshop, or even 140$ to spend on PSP8, but I don't so I'm stuck with a 30 day trial of photoshop and then I'll be switching to GIMP, thanks for the link 577517 although it's only version 1.2 (they're on v2.0 ;))
 
Drivebymaster, when I started modding civ I used 5.5, and I see hardly any difference to 7.0. The things you do with civ 3 is so basic that it should work ok. :)
