Mostly Harmless
Fundamentalism was great in civ2, but too easy which is why it was removed in civ3. I think that with some tweaking, it can be added back into the system. Here is how IMHO:
- Food/shield penalty as in despotism
- Max one commerce per tile
- Corruption communal like communism, but much less
- Low level of unhappiness
- 4 Military police
- No war weariness
- Population rush building
- Unit support like communism or better
- Other civs not very willing to sign MPP, form alliances, trade, etc
