This happens because of Influence Driven War mod component which is part of my Rise of Mankind mod. Combat results affect the culture amounts on plots thus you can gain control of resource by having fights on that plot - with IDW mod component, borders are more dynamic. See RoM concepts pedia pages in-game for more detailed info how Influence Driven War worksOK - this isn't so much of a "funny" screenshot, other than an example of oddly shaped culture, but take a look at the Fish tile: I thought culture couldn't extend more than 2 tiles from the coast?
(I should note that I never possessed either Cumae or Circei - so the culture on the Fish has to be coming from Antium...)
