Ok, so I have this scenario in development that uses revolutions...it's actually looking pretty good right at the moment...but there is this problem
The game starts in 1450 AD and well, Russia and Spain happen to be two of the civs you can play as. What currently happens is below. The game is played at marathon speed (I know not designed for it...) but units are produced at normal speed rates.
1) - Russia starts with basically just Moscow. Quickly expands into Siberia (I have added some stuff to make Siberia very productive for Russia but not so for other civs, much like the Incan mountain bonus in rhyse and fall). The AI is catherine and behaves pretty much the same as catherine would without the mod, except that she's not likely to open borders. So by 1620's she's generally got the western half under her control. Problem is that cities start revolting, since they're so far away (I have checked and in most games this is the sole reason why they revolt).
2) - Ofcourse in a game starting in 1450AD there's alot of focus on getting the new world to basically work reasonably accurately. Part of that is the Spanish conquests. At the moment in about 33% of games the Spanish successfully conquer atleast one new world empire (ie the Aztecs or the Inca, in all games there is war at some point). This generally happens alot later then in reality, generally around 1660's. The problem is that Spain will go conquer the Inca, then about 5-10 years later they revolt and get independence back (not only that, but often a European nation will invade Spain while the revolts take place in her colonies).
So the question is - how to make distance a very small or even a non-factor ? Currently I have the following settings...
