Game update bug, cant play anymore.

first of all i love civ 4 and i have been playing it for ages now, but 2 days ago under options (or something) i see a check for updates ,never bothered to check that before cause the game was perfect as is, but i decided to try it and it sayed it had a new update for the game a version1.7 (or something went fast)., so i did it and it started downloading this new version, then it closed the game.
i got a option to install this new version so i did and when it was all done i and i want to start civ 4 it gives me a error and it wont even load anymore..

its in dutch but it says:
This application could not be started because D3DX9_32.DLL can not be found
installing this application again could solve the problem.

so just now i did, i uninstalled civ 4
and removed the directories with the extra stuff by hand.
i reinstalled civ 4 (original software ofcours)
then i let the game download the upgate again,
the game closed i let it install the new update.
same result, no game and same error..

what went wrong ..

i got windows XP pack 2
2 gig ram
readon sapphire 512 hd 3650
and gane worked perfect before i let game update.

You will need to install/reinstall directx9c. Have a look at this stickied thread.
