Garrison Bug Fix - FreeCity Garrison bug fix.

FreeCity Garrison bug fix.
Bug introduced with recent Official Spring Update.
On city convertion to free city some previous owner's units may stay garrisoned in the city making it impossible to attack.
This script simply kills all garrisoned non free city units on convertion.
