Eleanor has no upper hand in getting great people than any other leaders. Even if I want to play a Cultural Alexander, it will still be a better game than this pseudo-domination/culture because I can actually take matter into my own hand. Literally worthless in multiplayer cuz humans are so much more adept at dealing/alleviating loyalty pressure.

This ability synergizes with Mali's other abilities better than all the other abilities by far.

33. Qin Shi Huang - The First Emperor 26 [29-3] I know many of you love this one, but I feel the need to express my view of how over-rated it is. Sure it's fun building early wonders, but to get the most out of them you have to start on a desert world (which would be fantastic if Nazca is in the game, but that is a crap shoot) The AIs still build a few early wonders before you can get your second builder up AND this ability will not work on the one wonder it is really needed for outside of Stonehenge that being Machu Pichu. If it worked on that then I wouldn't be voting this down until later if at all.

The effect of CoL is pure cheese, however some problems: it takes a LONG time to set up, it's one of the few abilities that gets worse if certain key Civs (Greece, Russia, Kongo) are in the game and its effect is insignificant on maps that are of large and huge size. I won domination as Eleanor on a huge map, but I still had to fiddle around a lot to peacefully flip my allies' capital cities. Abilities whose usefulness is dependent on what map you're play on shouldn't finish near the top of this ranking game.

Part of the reason why the Aztecs are one of the best designed Civilization 6 civs imo.

Why am downvoting Barbarossa nie after upvoting him few days prior? Because I believed his ability was better than several other contenders then and I don't think so now. Yes, it is nice you get additional policy card, but it is od the least useful type. There is also another inherent problem - if you wanna go military heavy, you will take military governments which have a ton of mil card slots anyway. If you wanna peace and take peaceful government, then value of mil cards falls dramatically. It's catch 22. You could also say that this ability doesn't really offer anything unique, new or radically altering gameplay (every civ has access to mil cards after all).

Eleanor - yes it may be difficult to utilize but this ability is so gamechanging and potentially powerful I don't think it should go already.

Not the best, but certainly better than Wilfred ability. I like how it works thematically and in character to Spartan image. Nice contrast to Pericles.

If the culture game were changed this would be an amazing ability. Instead 2-3 seaside resorts or ski resorts is the same amount of tourism generation gained from a themed museum.

On their own, however, the bonuses are not that amazing. When split into unique units, unique infrastructure, civ ability and leader ability, I think this comes out as the weakest of the Polish set.
