8. Eleanor of Aquitaine - Court of Love [4] = 3 + 1. I'm fighting a losing battle here, but at least it will take one more to knock Eleanor out. There have been some fair criticisms in the past few downvotes, but nobody has really explained how this hinders you from victory. As far as I can see, it only helps if you take advantage of it. It's more powerful than people are giving it credit for and the most fun ability in my opinion.
Edit: Also, using war to get more cities isn't as good as this ability. Waging war tends to make everyone hate you. If you're denounced by someone you can't get open borders and thus the tourism modifier. If you are at war with someone you can't send trade routes and get the tourism modifier. It's easier to maintain good relations using this Eleanor's ability.

17. Jadwiga - Lithuanian Union [1] = 4 - 3. Getting relics is RNG dependent assuming you don't get Kandy or Mont St. Michel. The culture bomb conversion could save you some faith if going for a religious victory but theological combat is equally good, if not better and your going to be fighting with your apostles anyways if your going for religious victory.
