There have been some fair criticisms in the past few downvotes, but nobody has really explained how this hinders you from victory. As far as I can see, it only helps if you take advantage of it. It's more powerful than people are giving it credit for and the most fun ability in my opinion.
Edit: Also, using war to get more cities isn't as good as this ability. Waging war tends to make everyone hate you. If you're denounced by someone you can't get open borders and thus the tourism modifier. If you are at war with someone you can't send trade routes and get the tourism modifier. It's easier to maintain good relations using this Eleanor's ability.

Going full peaceful domination over the whole map is indeed tricky and not always possible, but I don't think that's what this is designed for. It's a fun goal though. Still this is a very reliable way of absorbing a neighbor or two. You don't have to be worried about getting boxed in on the map as you can move all your works to the frontier. Getting 10 full-fledged cities just from great works is still great!
11. Genghis Khan - Mongol Horde [12] (15-3) I absolutely loved playing Mongolia in Rise and Fall but the cavalry Nerf hurts. +3 for cavalry is ok but not so strong anymore. And getting other cavalry units for free isn't as good as it is on paper, as you get them with minimal health and they easily die as soon as you get them.

It makes your tiles acceptable and not complete garbage, but I still feel Canada is civilization that benefits more from settling good tiles early on, only late game going for tundra. I feel similarly with Mansa Musa, desert tiles are still trash. You only need the 1 city in the desert for him (and I often don't go for the desert faith bonus from holy sites for this reason).

Vicky: I dislike colonial playstyles in Civ very strongly. I usually find that trying to use this ability, outside of getting lucky with your spawn, is really trying to shoehorn it into you game. Colonizing in Civ just doesn't work because of how all Civs are gonna tech at about the same rate, and it's even worse in Civ VI because of loyalty pressure. The rewards are good, don't get me wrong, but you're really going to use this maybe... one per game at most? And the Redcoat is such an expensive unit that can't be upgraded into, meaning that its utility is going to be limited at best (unless you go out of your way to build colonies, which as we mentioned, isn't really viable). This ability is just impractical; but it was really good at launch when it involved conquering cities on other continents. If they brought that back, then this ability would be rated pretty highly by me. Now, I think it's exceedingly mediocre. But hey, free naval units from building harbors is pretty good.

Willy L: Alright guys, Canada was really bad at launch. We're all on board with that fact. But after two patches of buffs, this ability is pretty solid. Opening up the tundra for settling is a really nice asset, and they can expand really quickly on it. They accumulate strategic resources super quickly (which is underrated), and they get extra production from mines & lumber mills (which, incidentally, also got buffed), and extra food from camps (which are pretty common resources in tundra). Now, is this abillity just boneless Mother Russia—yeah, you're right about that. But a weaker version of Russia is still pretty darn good.

It's very flavourful, but not just that. The 90% discount is actually great. That's... what? An extra amenity? Some free housing? Some additional production? Whatever worship building you pick. PLUS of course extra faith, science and culture on top of that. In EVERY city, at the cost of 35 faith. If you build Holy Sites everywhere (and you should as Arabia.) it's a game changer.

You NEED to build those suboptimal farms to get those cities growing, otherwise you're just stuck with a handful subpar cities that are slightly better than those of a generic civ.
