    6. Cyrus - Fall of Babylon [21]
    7. Dido - Founder of Carthage [6]
    8. Eleanor of Aquitaine - Court of Love [4] = 3 + 1. I'm fighting a losing battle here, but at least it will take one more to knock Eleanor out. There have been some fair criticisms in the past few downvotes, but nobody has really explained how this hinders you from victory. As far as I can see, it only helps if you take advantage of it. It's more powerful than people are giving it credit for and the most fun ability in my opinion.
Edit: Also, using war to get more cities isn't as good as this ability. Waging war tends to make everyone hate you. If you're denounced by someone you can't get open borders and thus the tourism modifier. If you are at war with someone you can't send trade routes and get the tourism modifier. It's easier to maintain good relations using this Eleanor's ability.

    17. Jadwiga - Lithuanian Union [1] = 4 - 3. Getting relics is RNG dependent assuming you don't get Kandy or Mont St. Michel. The culture bomb conversion could save you some faith if going for a religious victory but theological combat is equally good, if not better and your going to be fighting with your apostles anyways if your going for religious victory.

    1. Alexander - To The World's End [24]

    6. Cyrus - Fall of Babylon [21]
    7. Dido - Founder of Carthage [6]
    8. Eleanor of Aquitaine - Court of Love 0 [3-3] eliminated fun ability once, but makes for a long slow boring game after.

Both Eleanor & Jadwiga should be at 1.

    Scores should be accurate.

    1. Alexander - To The World's End [24]
    3. Catherine - Catherine's Flying Squadron [22]
    4. Chandragupta - Arthashastra [24]
    6. Cyrus - Fall of Babylon [21]
    7. Dido - Founder of Carthage [6]
    8. Eleanor of Aquitaine - Court of Love [2] (1+1) Trying to save this as well. Going full peaceful domination over the whole map is indeed tricky and not always possible, but I don't think that's what this is designed for. It's a fun goal though. Still this is a very reliable way of absorbing a neighbor or two. You don't have to be worried about getting boxed in on the map as you can move all your works to the frontier. Getting 10 full-fledged cities just from great works is still great!
    11. Genghis Khan - Mongol Horde [12] (15-3) I absolutely loved playing Mongolia in Rise and Fall but the cavalry Nerf hurts. +3 for cavalry is ok but not so strong anymore. And getting other cavalry units for free isn't as good as it is on paper, as you get them with minimal health and they easily die as soon as you get them.

    13. Gitarja - Exalted Goddess of the Three Worlds [24]
    14. Gorgo - Thermopylae [11]
    15. Harald Hardrada - Thunderbolt of the North [27]
    16. Hojo Tokimune - Divine Wind [22]
    17. Jadwiga - Lithuanian Union [1]
    19. John Curtin - Citadel of Civilization [21]
    20. Kristina - Minerva of the North [23]
    23. Mansa Musa - Sahel Merchants [18]

    6. Cyrus - Fall of Babylon [21]
    7. Dido - Founder of Carthage [6]
    8. Eleanor of Aquitaine - Court of Love [3] (2+1) I don't think this is the best on the list but I'm gonna do something I normally don't and upvote this just because I don't think it is anywhere near its time to go.
    11. Genghis Khan - Mongol Horde [9] (12-3) The bonus is nice, but the rest of it more often than not just means an awkward unit pops up someplace I don't want it and ruins my attack plan.

    8. Eleanor of Aquitaine - Court of Love [3-3=ELIMINATED] I dissed Frederick's ability cuz I totally forgot about this one, at least Frederick's works 100% of the time, even when it is minor. Just by spawning in a game with Greece, Sweden, Cultural Japan, Russia, Kongo or any Cultural civs puts a kibosh on this really quickly cuz there is no way you can build TS and accrue great works as fast. Time to go.

    17. Jadwiga - Lithuanian Union [ELIMINATED] (1-3) Relics are hard to get enough of for the bonus to be significant. Conversion and Holy Sites are just minor 'meh' things.

    20. Kristina - Minerva of the North [23]
    23. Mansa Musa - Sahel Merchants [18]
    24. Matthias Corvinus - Raven King [25] (24+1)This is a great diplomatic ability as well as domination. The free 2 Envoys are very useful to keep your allies stable. With Merchant Confederation this really makes the money roll in. And of course the levied units may well end up being stronger than your normal army with the boosts.

    14. Gorgo - Thermopylae [8] (11-3) A pitiful amount of culture. 3% from a governor in one city probably gives more culture per game than this ability.

    44. Wilfrid Laurier - The Last Best West [5] = 8 - 3 I just don't find this to be that useful in my games. Not as good as their other abilities. It makes your tiles acceptable and not complete garbage, but I still feel Canada is civilization that benefits more from settling good tiles early on, only late game going for tundra. I feel similarly with Mansa Musa, desert tiles are still trash. You only need the 1 city in the desert for him (and I often don't go for the desert faith bonus from holy sites for this reason).

Considering Fred's ability is worse than all of the other war mongering abilities you listed, no surprise there.

    1. Alexander - To The World's End [24]
    3. Catherine - Catherine's Flying Squadron [19]
    4. Chandragupta - Arthashastra [24]
    6. Cyrus - Fall of Babylon [22]
    7. Dido - Founder of Carthage [6]
    11. Genghis Khan - Mongol Horde [eliminated] (3-3) Cavalry nerf obviously hurts, but the captured units being near death also pulls it down.

    19. John Curtin - Citadel of Civilization [22] (21+1) I'm not usually a fan of the "get X bonus 10 turns after doing Y", but this one is so easy to activate I have to give it some love.

Vicky: I dislike colonial playstyles in Civ very strongly. I usually find that trying to use this ability, outside of getting lucky with your spawn, is really trying to shoehorn it into you game. Colonizing in Civ just doesn't work because of how all Civs are gonna tech at about the same rate, and it's even worse in Civ VI because of loyalty pressure. The rewards are good, don't get me wrong, but you're really going to use this maybe... one per game at most? And the Redcoat is such an expensive unit that can't be upgraded into, meaning that its utility is going to be limited at best (unless you go out of your way to build colonies, which as we mentioned, isn't really viable). This ability is just impractical; but it was really good at launch when it involved conquering cities on other continents. If they brought that back, then this ability would be rated pretty highly by me. Now, I think it's exceedingly mediocre. But hey, free naval units from building harbors is pretty good.

Willy L: Alright guys, Canada was really bad at launch. We're all on board with that fact. But after two patches of buffs, this ability is pretty solid. Opening up the tundra for settling is a really nice asset, and they can expand really quickly on it. They accumulate strategic resources super quickly (which is underrated), and they get extra production from mines & lumber mills (which, incidentally, also got buffed), and extra food from camps (which are pretty common resources in tundra). Now, is this abillity just boneless Mother Russia—yeah, you're right about that. But a weaker version of Russia is still pretty darn good.

    35. Saladin - Righteousness of the Faith [20] (19+1).I love how Saladin's ability forces me to build Holy Sites and Campuses in the same city and reap the benefits of combining Science and Religion. It's very flavourful, but not just that. The 90% discount is actually great. That's... what? An extra amenity? Some free housing? Some additional production? Whatever worship building you pick. PLUS of course extra faith, science and culture on top of that. In EVERY city, at the cost of 35 faith. If you build Holy Sites everywhere (and you should as Arabia.) it's a game changer.

    44. Wilfrid Laurier - The Last Best West [0] 3-3. Laurier's tundra tiles are great... at the expense of a slow early game and a LOT of builder chargers. You NEED to build those suboptimal farms to get those cities growing, otherwise you're just stuck with a handful subpar cities that are slightly better than those of a generic civ. Extra stockpiles are nice, but for a pacifistic civ? Ehhh. This ability is a net plus, but it doesn't win games. Igitur debes mori. -- Augustus Caesar, me.
