Meaning in island maps she is the best choice as she can almost gurantee the +1 Production to fishing boats. She is the queen of all Naval Civs and should therefore not fall already. Faith also doesn't have to be spent on missionaries/ships. Golden Ages and just buying tons of settlers is currently one of the best strategy so any free faith is always welcome.

42. Trajan - Trajan's Column [15] 18-3 I encounter masses of Barbarians early in my last few games so this ability is on par with Gorgo. Especially if I my city gets discovered by a scout on turn 3 which happens pretty often and would put me ahead of Trajan.

Catherine - Catherine's Flying Squadron [22] (21+1) Espionage is very good in Civ 6: you can halt Scientific Victory with it by sabotaging spaceports, and severely reduce your rival's culture victory by stealing their great works. Want to win domination? You have a small combat boost (+3 or +6 depending on listening post access), plus you can always siphon funds to maintain a large army. Want to win Dip? Fabricate scandals everywhere! Because Catherine gets that extra spy and her spies are also better on top of that, she can rely on espionage to buy herself time in order to win whatever victory condition she pleases. She's the ultimate jill-of-all-trades. LOVE IT.

Hojo Tokimune - Divine Wind [21] (24-3) The combat strength bonus Tokimune receives is very situational, and while cheaper Encampments and Holy Sites are appreciated, they don't make that much of a difference. Japan doesn't receive active bonuses towards a religious victory, just founding one. To me the only outstanding thing are the cheaper Theatre Squares, which are also boosted by Meiji Restoration, but there are better culture abilities. The baseline for me is that this ability is good, but outclassed by its peers.

Cyrus - total war civ with essentially perma casus belli, super fast troops, instantly useful occupation and easier loyalty. Definitely should be high.

Liberating city states is more reliable and can be used very late to speed up space race, but still not guaranteed. There is no way to bribe AIs into wars, so in fact little use.

42. Trajan - Trajan's Column [17] 16+1 Earlier 4card / 6 card governments and for many turns it will guarantee 20-50% of your culture. Crazy and not to be eliminated yet. At least not before Kristina / Curtin. The only way to get culture early is tiles (map dependent), city states (map and luck dependent) pingala (needs at least 2 promotions and usually pingala first is not the best) and population (only 0,2 per pop).

This is way better than Gorgo's ability because it doesn't require building military units and it doesn't require nearby enemy units. In fact, it doesn't requite anything except that you settle a city. Any city. You always get the Culture and you always get it when it's most important.

42. Trajan - Trajan's Column [16] = 19 - 3. Consistent with eliminating Gorgo. This ability is good but it is not better than Gorgo. Gorgo often provides more culture early than Trajan, killing two birds with one stone by rewarding you beyond the intrinsic value of building units. Plus, this ability scales throughout the game as the combat strength of units increases. Trajan's ability does not scale and does not stack with a comparable universal ability (ie: a civ with a combat bonus stacks with other natural combat bonuses, but Trajan's columns do not 'stack' in this manner because you cannot build additional Monuments, in the end the bonus is something most other cities end up with organically).


A note on China: It is the *relative* value of a builder charge that has gone down. Other civs have bonuses to faith which, combined with Monumentality, allow them to spit out more builders than China. All civs now have access to Pingala, which changes the comparative base value of a builder charge. A 4 charge Chinese builder is 25% better than a 3 charge base builder, but comparing a 5 charge Chinese Pingala builder to another civ's 4 charge Pingala builder makes than only a 20% difference. If you throw in the +2 charge policy, a 7 charge Chinese builder is only 14% better than another civs 6 charge builder.

Also on 'relative value' of combat strength, a +5 combat bonus provides the same amount of increased damage dealt and decreased damage taken regardless of the base values of the units involved. IE a +5 bonus is just as valuable on a tank vs an infantry as it is on a warrior vs a spearman. If an opponent gets combat bonuses, and you get the same bonuses *plus your extra +5*, you have a significant advantage.

The value of faith is dependent on a number of things (early golden ages, religion, etc.). The need for boats is dependent on the map type and if you are at war. Just too situational all around.

In addition, GS has made the game lasts longer and made the mid/late game is more relevant giving this ability more time to work its magic. The synergy with the Acropolis makes Pericles the premier culture civ/leader in the game.

Often because I'm allied or friends with city state takers. The only option is a game with no alliances or dec. of friendships ever.

I find it interesting that despite Australia generally being considered top tier all of the uniques are (wrongly, IMO) getting eliminated earlier than you'd expect.

Gitarja - Exalted Goddess of the Three Worlds [ELIMINATED] [1-3] A good ability, as it assures a fast pantheon of your choosing in addition to a solid supplement to your faith economy with enough cities by coasts/lakes, which are no longer terrible. No small feat. But if your coastal quality is limited, the faith purchasing of ships won't cut it. The AI is notoriously bad at naval stuff...so any civ will do here. They're near pointless in non naval dom games anyways, save for era score. Solid, but time to exit.

I agree gorgo shouldn't have gone as soon, but Trajan is a much more consistent culture generator then her so she was always going to go first.

It's practically having an extra amphitheatre, art museum, and broadcast tower for your capital, but even more so with the double tourism! There's also the QoL feature of not having to do annoying micromanaging to theme your works. No moving things around, no trading, no hoping you can get the one piece of art you need. Just straight up auto-theming. It's very convenient.

6. Cyrus - Fall of Babylon - [10] Pretty meh, and the weakest remaining. Just a worse version of Chandy's for the most part. The loyalty is nice but the higher CS from Chandy's means you can just take the next city that much easier and it's far less of a hassle. The decreased warmongering penalty may as well not exist.

38. Shaka - Amabutho [21] (20+1) it takes some time to get going but once it does the Zulu war machine has a unique mid-game spike that this ability is a large part of. Very powerful and a different take on most warmongering, which I appreciate.
