Then it's the largest and most detailed improvement in the game, because right now there's no improvement that even compares to it in scale or detail. It's definitely without question a wonder IMO.
I suggested a Cruise Ship civilian naval unit a while back to help with tourists. I'm sort of excited. Hopefully they will come.
At the same time I also suggested Passenger Trains as well which would be a railroad equivalent of a Cruise Ship.
I was also thinking about a cruise ship recently! Could work like a trader, but instead provides extra Tourism (in addition to other yields such as faith from relics along the cruise route, and of course those sweet sweet taxes on those passengers...)
Some sort of passenger train would also be cool too. I'd love it even if it was just traders on railroads gained extra moves and became trains in graphics.

Just out of curiosity (and because I was there last summer), I looked around for several UN site photos. It partly resembles Vienna's UN city
However, the buildings do not bend the right way, and the complex is different (clearer view from upside in the spoiler below)
Spoiler:
However, they may have taken this as a source of inspiration to present a building that does not use the "standard" NYC office layout. Nevertheless, I doubt much it has to be a wonder, probably just cover art to depict the world congress is inside.
Well, it's only obscure to us because we haven't matched the graphics to a specific structure. IF, as has been frequently posted, it is a structure now in ruins, then Firaxis could take considerable liberties with the appearance. Already in the game we have wonders like the Great Library and Colossus, for which there are no contemporary illustrations, only brief written descriptions, so their 'game appearance' is, at best, based on educated guessing. The Oracle since at least Civ IV has been apparently based on a 19th century painting, since there are only vague descriptions left of the original Sanctuary at Delphi.
I predict a lot of slapping foreheads and cries of 'Doh!' once we find out what it is...

And much like the Kilwa Kisiwani there was at least one person that did guess it right before the reveal, though I don't think anyone got the Ubsunur Hollow before ti was announced and that was in the first screenshots for Rise and Fall
New Fez city state. (Science for converting cities)
New Unit: Skirmisher (costs 400 gold)
New Unit: Courser.
Mystery Wonder is confirmed to be "Great Bath"
Look how many strategic resources they have at the end of that Hungary video! Around 60/70. It also cost 6 niter to upgrade into the Huszar, this probably reveals a bit about how the new unit maintenance system will work.
