It's something that can fill up multiple times. In the video, it's over 3/4 filled in 13xx and less than half in 1845. World congress?

Look how many strategic resources they have at the end of that Hungary video! Around 60/70. It also cost 6 niter to upgrade into the Huszar, this probably reveals a bit about how the new unit maintenance system will work.

I wouldn't derive anything from that. The video is taken from an early build and the mechanic is most likely subject to balance changes.
