25. Macedon - Basilikoi Paides [21] 20+1 What is better than a campus in a city? Additional one, more efficient. Together with hellenistic Fusion, Basilikoi Paides make Macedon the best scientific civ in game. Time to start upvoting, because Macedon is not liked in these threads

7. China - Great Wall [13] (12+1) No way this should be low this early. You don't have to worry about culture and only have to mildly invest in gold and because you're China the builder charge to make this is free. No way this is one of the worst uniques in the game.

40. Scythia - Kurgan [8] (11-3) Faith and gold aren't bad things for a military civ but this gives you so little of both. It is the definition of build one for the era score and forget about it.

35. Phoenicia - Cothon [22]
36. Poland - Sukiennice [21]
37. Rome - Bath [20]
38. Russia - Lavra [25] (24+1) You know why people hate spawning with Peter in their games? It's because of this. +1 GW, GA, and GM lets you hoard all of them. And it's also a half-price district. And it gives you +2 Great Prophet points for first chance at a religion. And it synergizes so well with Russia's civ Ability and the Dance of the Aurora Pantheon. This is your ticket to extreme faith generation and GWAM collecting.

9. Dutch - Polder [20]
10. Egypt - Sphinx [17]
11. England - Royal Navy Dockard [20]
13. Georgia - Tsikhe [15] (14 + 1) This used to be worse than anything, but it's gradually received more and more buffs. Overall it's much more wholesome now. The defensive bonus can be overlooked, so it's become like a Faith and Tourism aid, nice in Golden Ages and with Faith purchase from Valetta.
14. Germany - Hansa [23]

27. Maori - Marae [21]
29. Mapuche - Chemamull [20]
30. Mongolia - Ordu [20]
31. Norway - Stave Church [11] (14 - 3) Has absolutely no synergy with an otherwise hardcore naval domination civ. Why bother?
32. Nubia - Nubian Pyramid [17]
33. Ottomans - Grand Bazaar [20]
34. Persia - Pairidaeza [20]
35. Phoenicia - Cothon [22]

32. Nubia - Nubian Pyramid [17]
33. Ottomans - Grand Bazaar [20]
34. Persia - Pairidaeza [21] Somehow Atlas627 vote for this improvement disappeared so I added it back.

41. Spain - Mission [21]
42. Sumeria - Ziggurat [21]
43. Sweden - Open-Air Museum [23]
44. Sweden - Queen's Bibliotheque [17 -> 14] While alot of other unique infrastructure may be bad, Queen's Bibliotheque is Argubly in its own class and while it have some synergy with Sweden's other ability, giving up faith purchase of unit, cheaper and better levy or more and better Spies to get an oversized art museum is simply a bad trade. Even the "bad" infrastructure is still better than nothing but Queen's Bibliotheque could as well not exist at all which is a completely different story. The National history museum is Argubly as bad as Queen's Bibliotheque but it comes at a Point the game is mostly under Control so what you do here have less impact. If you want to play around with great works, build Theatre Squares and their buildings instead of something like Queen's Bibliotheque.

31. Norway - Stave Church [8] [11-3] I really want to like this but it just doesn't fit with the rest of Norway's kit, and the addition of Auckland, and changes to Shipyard have chipped away at its efficacy. (Though if Norway had some other incentive to create a Holy Site, then this would be much better imo. Maybe having a bonus to your Holy Site being adjacent to a Coastal tile could be interesting).
32. Nubia - Nubian Pyramid [17]
33. Ottomans - Grand Bazaar [20]
34. Persia - Pairidaeza [21]
35. Phoenicia - Cothon [23] [22 +1] Dido has a mechanically complex but satisfying strategy of spreading far and wide, and the Cothon is the sole reason it succeeds. There is a good chunk of the game where this district will be providing 8 science, 8 gold, 8 production (given her easy access to a Classical Golden Age), and at half price. The changes to Lighthouse and Veterency made this even stronger, and the healing Naval units makes Dido able to settle cities that would otherwise be vulnerable to a Naval assault. Shout out to RND which can do something similar, no way I think that should be getting downvotes at this point

44. Sweden - Queen's Bibliotheque [12] (11+1) There's definitely worse on this list. Throw Pingala in this city and a lot of tourism you can generste from just one building.

42. Sumeria - Ziggurat [21]
43. Sweden - Open-Air Museum [23]
44. Sweden - Queen's Bibliotheque [9] - (12 - 9) If I'm not going cultural I don't think I want this building even with the GP points it has. Should be in addition to the other buildings then it would be OP or make it replace the natural history museum.
45. Zulu - Ikanda [20]

1. America - Film Studio [17]
2. Arabia - Madrasa [21] [20+1] It can offer as much if not more faith than Georgia's walls, but much sooner and without the need for a golden age. It also replaces one of if not the best buildings in the game - the spammable university. +1 science isn't bad either.
3. Australia - Outback Station [22]
5. Brazil - Street Carnival / Copacabana [20]
6. Canada - Ice Hockey Rink [18] [21-3] Speaking of poor placement restrictions...tundra/snow only? Settle poor land and only get +10 culture from 1 tile improvement requiring perfect placement on each of them? No thanks, the Sphinx or Pairidaeza will net you +2/3 culture for each one with the ability to spam. They also get +2 appeal but come at a relevant time in the game (early). Should be out the door before most of the remaining.

40. Scythia - Kurgan [6] = 9 - 3 Never liked these. The faith isn't bad, but when the AI is with this civ they will just put these things everywhere including plains meaning they won't grow at all. Watch AI Scythia on the True start Europe map. Pathetic. If you get a lot of grassland you can put this on, it's almost acceptable, but otherwise I almost never put more than 1 or 2 of these down.

Thermal Bath - without geotermal vents you get +2 production and +1 amenity over normal one, which I already think is superior alternative to Zoo unless most of your population is in heavy rainforest zone. But with geo vents it also gets +3 tourism +2 Amenities on top of that, turning into real amenity beast.

Nubian Pyramid - in my language we have that saying, "something good at everything is useless at anything". For NP to be just decent alternative to other civs it needs to border several districts in the same time. Otherwise it just sucks. Optimal conditions to place it are too rare and the ultimate reward too mediocre.

6. Canada - Ice Hockey Rink [18]
7. China - Great Wall [14] (13+1) I also think this is a little better than it's getting credit for so I'll go ahead and throw it a point. Being able to build these on my most northern/southern borders in tundra and snow is a nice little source of gold and tourism. I build mine much later than they actually come available once I know where my borderlands actually will end up and I have charges to spare. Could it be better? Sure. I think it's better than a few others on the list, though.

9. Dutch - Polder [21] (20 + 1) Whenever I see a lake of about the right size while playing as someone other than the Dutch, this improvement is the thing which makes me wish I were playing as the Dutch. It takes a while to reach its full potential, but when it does, those yields can become pretty amazing. Also, the Polder gets points from me from how unique it is, and how beautiful it looks.

7. China - Great Wall [15] (14+1) For all the times I've ranted over these being a missed opportunity (and I've given that rant many times), I have to admit that since the last patch, these can give pretty great yields if you line them up. The culture yields justifies working the tile, and the gold yield adds up to pretty massive amounts.
