20. Indonesia - Kampung [24] (23+1) I love this improvement. The Kampung alone lets you build a city on practically any island, no matter how small or what type of terrain it has. It could be a single-tile island in the middle of the high Arctic, but it's almost guaranteed to have at least a few sea resources, so you'll get some nice Kampung yields from it. Sure, fisheries exist, and you can use those if you're not Indonesia, but the Kampung provides food AND production in any city with any governor, AND +1 Housing instead of 0.5, AND provides Tourism later on. And you'll still reap the benefits even if your city is simply on the coast of a large landmass. I also think it's super fun to just spam settlers and send them to far-flung locations and just kind of see what happens, haha, and this works splendidly for that.

More than anything I'm amused that purely out of spite the Polder has fallen from #9 last year to #28 this year. Likewise for the Seowon which finished at #4 and is now poised to finish ~#23-25 with only the reef/fissure campus adjacency to attempt to justify it? The hater bandwagon is real. Are you more interested in the community's opinions of these improvements or the community's opinions of my opinions? Even if you adjust for the new GS civs that are still represented, this is absurd.

You know how many people voted against the polder? Nine different posters. That's a community opinion. You know how many people have voted against the mekewap? Just you. That's one person's opinion. People were in agreement about the polder... nobody has agreed with you yet in regards to the mekewap. More than anything I'm amused that the same guy who is trying to single-handedly push the mekewap down from its 3rd place finish last time is somehow outraged that something else got pushed down the list from where it finished last time. Hypocrisy at it's finest.

If you think the Seowon is so great, feel free to actually give it more than one point.

29. Mapuche - Chemamull [19] (22-3): It might sounds good on paper but in reality, this is highly situational and the culture you get out of this is really not that much (realistically 2-3 culture). Without high appeal this is completely useless. High appeal tiles are usually adjacent to mountains, but that is where you want to put your campus and holy site. And if I have the choice between 3 culture or a +3 campus, I’d take the campus any day. I think most of the time you’re only going to put these next to natural wonders that already provide yields to adjacent tiles. So, in my opinion this should have gone a long time ago. There is no way this is better than the Sphinx, which gives consistently similar or better yields and an additional +2 appeal, which works great with earth goddess of a culture victory. The Chemamull might be useful for culture victories in combination with Eifel Tower, but even then it is nowhere near as strong as the open air museum.

Sweden - Open-Air Museum [5] (4+1): I’m not sure the people downvoting this, have given this a fair try and if feels almost like some things get downvoted, just because someone else has already downvoted it (as we have just seen with the Sukiennice). And I don’t buy the win harder argument, it doesn’t come that late. If you focus on culture early on you can get there around T120 (standard speed) and I don’t think a lot of people consistently win games before T150. In my opinion this is still the best improvement for culture victories right now. The sheer amount of instant culture and tourism you get for a single builder charge is just incredible. For comparision 2 8-culture open air museums provide as much (or even more) tourism than an average national park and you get it for 2 builder charges.

You get +1 prod and +1 housing early, and +1 gold for an adjacent Lux, but lost the +1 production of the woods (or the +1 food of the rainforest), so net +1 housing and +1 gold. Around the time the Mekewap gets to 2 prod 2 housing, you could also be placing lumbermills, netting the Mekewap +2 housing and +3 gold at the expense of -1 production (increasing to -2 and -3 as you progress). You've also got +3 gold, maybe +5 if you've got 2 adjacent Lux. Is 5 gold and 2 housing that much better than 1>2>3 production? Not in my opinion.

Sphinx - not very impressive unless next to wonder (unreliable) or on floodplains (unreliable), I'm actually surprised it survived so long.
Sukiennice - once you bother to manipulate trade routes you may get serious production boost from this.



Honestly, at this point I am all for introducing a rule - in the next elimination thread - limiting amount of times one person can downvote one thing, I'm thinking of setting that limit to 3 or 4. On one hand a participant should be free, but on another it is natural reaction that the majority of group of people are annoyed when something's position in the ranking is disproportionally influenced by one person, and the problem is unavoidable in a system of +1 upvote -3 downvote and relatively few people participating here (dozens, not hundreds).
The limit could end when only few civs remained, so a participant couldn't be locked out of particiation.

Mapuche - The Chemamull - Unlocked by Craftmanship civic of the Ancient era. Must be built on a tile with an Appeal of Breathtaking (4 or more). Provides Culture equal to 75% of its tile's Appeal.

I was never able to place them in the ancient era unless i had a natural wonder nearby. Even if I had a Breathtaking field nearby you only get 3 culture out of it. There are currently still more spammable buildings here so I think this should go eariler.



The Terrace Farm offers some really sick early food surplus. Your people will drown in food, comes early enough that it is always good. Also allows city management options like working certain natural wonder tiles which don't offer food while still growing your city. Definitly one of the best improvments in this game.
 
If people were interested in making this a fairer game, they would follow a round robin rule set where they don't vote for anything until they have voted for everything and then repeat. This makes it so that the least popular options naturally float down while the most popular ones stay on top on average. This is what I try to do for the most part.

But this is just for fun obviously and this list isn't indicative of anything other than the biases of its users (which aren't a significant statistical population).

There are only a few truly naval focused civilizations in this iteration and I just love how Indonesia's niche promotes settling on islands for very prolific cities. This unique is very much part of it. The buff to Fisheries and Harbors have made Kampungs slightly less powerful and they don't necessarily aid your win condition all the time, but it's fun.
