Does Civ VI have a "Hidden Nationality" ability so I can attack with these and not declare war?

Yes, I dont understand why Privateers were removed from this Mod. If anything, Privateers have more right to be included then Submarines. I truly wish Privateers could still hoist the Jolly Roger and attack Peaceful civs. But they should at least be able to enter borders. At the time, Oceans could barely be enforced. Even flag flying Armadas could probably skip on through, although that would likely gain lots of attention. But single ships and Privateers could sail pretty much right up to the City Gates before they were even noticed.

I mean, in a perfect world, Subs could enter as long as they weren't detected, but if they were detected than the Civ trespassed against could throw a fit and gain Grievances, either demanding they are removed, or possibly treated as a Spy.
