[GEM 1.052] Preresquite Tech for Circus Maximus

Hi

I found that in GEM 1.052 this is both set to TECH_HORSEBACK_RIDING in GEC_Happiness.xml and GER_General.xml.

Technically this shlould be OK but it could easily lead to bugs.

Thanks for bringing this up, it's due to how I moved all the prereqs to the Research component before adding the Cities component. I've removed the redundant entries from the Cities part now.
