[GEM 1.9.1 / CivUP 2.0.50] Policy issues

*Seems that Freedom > Immigration policy do not work.
I had 4 - 6 city-states allies continuously last 200-300 turns. City-states allies/friends had not gift any great people to me.

Playing as Maya, I receive great people form Maya calendar bonus and also from my cities.

Also I have inquisitors fortified in every my city, which blocks automatic faith purchase. I can buy manually if I move my inquisitor out from city... maybe there is similar logic with great people from city-states...?

Have you had this problem when playing as anyone other than the Maya? They have special rules for GP handling which might be contributing.

Haven't noticed this issue before. Also moving inquisitors out from city did not resolve this issue.
Can anybody confirm that "immigration" policy is working?

The citystate banner should show progress towards the next great person when we have that policy. I'm investigating this now.

Immigration worked for me, including the tooltip which showed progress. 1.9.1/2.0.50
