Thank you. Those parts of the city view can start open or shut. I changed it to start shut, but didn't expect that to make it impossible to re-open them again!
I'll see what I can do to fix that problem.
I investigated this because moving citizens or specialists is about 30ms faster with the building and wonder panels closed.
