First level of question answered! There are no motorway in Brittany, hence the speed limit is 110 on some "express ways", but not 130...
Now, second level, why is there no motorway?

Err, well, there's lots of counties in the UK that aren't served by a motorway. They're generally places that don't really need one.

EDIT: You guys have tolls, right? Is it cos the tolls gathered in that area can't pay for the maintenance? Or there's some local law against tolls?
