Getting Civ4 to keep its hands off sound input.

Hello guys.

I play a lot of Civ4 multiplayer, and I would like to use voice chat. There is an ingame voice chat, I know, but I would much prefcer to use Skype. However, Civ4 claims the sound cards inout when running, which denies any other application permission.
Is there any way around this?
