The mixing oft scientist farms with aqueduct may not be the best idea. If you invest many shields into a city you might as well do it full scale with courthouse, police station, hospital and university. Corruption will be 70% at most.

Also keep in mind that you need at least 4 cities per army

Indeed I haven't taken into account the obvious corruption issue medling with my commence.

I donnot believe you should do the later. By the time you can afford to have a meaningful navy you can afford to have a meaningful army by means of regular production. No need to waste valueable cash.

I do them only in cases of need like they have a strategic resource and I need to connect it to my core (harbor) or if the enemy has many units coming for me I need some units if the town isn't properly protected.

If they have more than 1 resource left they will trade, the last one they will never trade away. At least not peacefully. ;)

rank does primarily depend on distance to your one capital. The amount of cities further away from capital does not matter, just the amount of cities closer to the one capital does matter. So no need for genocide here.

You can have 35 or 38 metropolises with proper buildings, further away there is the place for the scienctist farms.

Also I have a problem now and can't quote your last statement, I'll just reply like this. I have submarines like scouts for seeing what is in front of me and to track other submarines but I guess destroyers can also track submarines so I will just focus on them and battleships for protection.

Equal distribution among equal cities would be a tad more accurate. Distance corruption does still matter, it just does not depend on distance. It is 25%, 12.5% or 6.25% depending on courthouse and policestation.

Rank corruption does matter, but it is very low. Assumming emperor, 2 secondory capitals, courthouses, police stations and non commercial civilization rank corruption for 100 cities at a standard map will be

50/(2 x122)= 20.49%.

So total corruption will be 26.74% and can be further reduced by policemen. The 3 capitals have zero corruption. The capital always hase zero corruption and the 2 secondory capitals have an upper threshold that with proper buildings makes the upper threshold to be zero.
