Getting tech from the enemy

In a previous civ 3 game in which I played as leader of the Greeks, I was in a brutal war with India. My ally (Japan) and I were easily able to conquer the Indian cities, and the complete annihilation of India seemed to be the likely oncoming result of the war. Although since I was a bit behind in tech, and moreover because I was in a space race that I didn't have all the technology for, I was willing to give India peace in exchange for technology. To my suprise, even though I had captured several Indian cities and India only had only two cities left (one of which had the unpleasantry of being surrounded by one of my armies), India refused to trade (well...give me) even one tech for my peace treaty. Due to Gandhi's uncompromising/fighting spirit, I was left with no choice but to finish off India. What I don't understand is why India didn't make the tech trade at a time where peace would have been the only way India could have continued to survive. If it matters, during the time I was the most powerful nation in the world (despite being behind in tech), and owned the most land with the largest army in the game.
 
In general, if you count on the AI being reasonable or predictable you will be disappointed. At least, that's the way it happens in my games.
 
Unfortunately the AI in my experience doesn't take into account if it's about to be annihalted or not when it goes to the peace table. It seems one of the factors for getting techs is the actuall value of the techs. With tech's only known to 1 or 2 civ's the price for just one of those is sooo astronomical that they would never consider it as to them it would be like giving away everything but the clothes on there backs, and for some weird reason they would rather die then give them to ya.
Course they is also possibly a design feature. To keep the real warmongers ( like myself ) from just using brute force to get anything we want. We have to be cunning and suttle in our ways, and only use Brute force when we absolutely have to.
