You're all wrong. The thing to do is to move every worker and settler you have into the city, so they can help rebuild the damage from the attack quickly. Also, move all your artillery there, using codes based on the amounts of shots fired will ease communication between all those workers.
Screw that. If you use the entertainers correctly, you won't have to worry about unhappiness ever. So make all your citizens entertainers, even if it means starvation!
