i rethink it and there shell be a diplomatic way to keep militarybases and colonys up, so that u can install a imperalistic military network like the usa so it in the past 150 years.
i disagree to the idea of own borders for it, but maybe the existance before an foreign settlement give u some rights, or there s a transition time.
this all shell only makes sense if in civ4 diffrent nationalities could use the same square.
so ur ships can enter allied harbours or u can buy u the right to use a foreign harbour as navybase, or just for repairs, refueling....
