Durin his Presidential Speech the President announced the priorities of the newly formed coalition, These priorities are:
Massive Investments in the Infrastructure, Industry and Welfare and Educational System
Modernization of the Army
Dismantlement of all Weapons of Mass Destructions
Protection of Freedom and Democracy throughout Africa.

To Further the last point the president announced that as of now the African Federation will guarantee the Independence of the Following nations: Ivory Coast, Liberia, Central African Republic, Ghana, Togo ,Benin, Burkina Faso. And that the African Federation is willing to Guarantee the Independence of other African nations that request so.

Spainish elections approach!
As the war with the UIA finally comes to a close, Spaniards across the nation rush to the polls to vote for their respective parties. Franco holds true to his promise, and the government is already being organized.

The process shall begin with the election of the two parliamentary houses, the Upper house (structured like the house of representative) and the Lower house (structured like the Senate) take after the Unites State’s form of government.

The two legislative bodies shall meet to write and ratify the new Spanish Constitution, after which a president will be elected. If Franco runs, he is expected to win by a landslide. Franco has yet to announce his candidacy or his political affiliation.

THE PARTIES

The Conservative Party of Spain (CPS)
The largest party of Spain, the party is expected to garner the vast majority of Upper house seats and a good portion of the Lower House’s seats as well. Led by the woman Margaret Thatcher of Britain, the CPS is expected to go far.

The Liberal Opposition Party (LOP)
Spain’s second largest party, the LOP will work to prevent a conservative dominated government, especially in the Lower House races. The party is led by Frenchman Jaques LePue, a prominent French Politician who is well known throughout Paris and all of northern France.

The Catholic Coalition (CC)
A coalition of catholic leaders and people throughout spain, the party is expected to play an important role in its politics. Strong in every region with the obvious exception of Britain, the CC is lea by Polish immigrant to Italy and staunch anti-communist Father Karol Joseph Wojtyla, a close friend of the Pope.

The Protestant League (TPL)
The Protestant League formed more as a reaction to the success of the CC, drawing its support from protestant minorities and centered in the strongly Anglican UK. Led by former Archbishop of Canterbury Arthur Michael Ramsey, the party will oppose any action to instate Catholicism as the state religion.

Worker’s Party of Spain (WPS)
The Worker’s party is just another run of the mill communist party, not terribly strong due to the somewhat hostile government of old the party still will get enough seats to make an impact on politics. The party is led by Italian communist Leonardo Paccini.

National Fascist Party (NFP)
Larger than most nation’s fascist parties the Spanish fascist party is working to create a strong executive and return Franco to his position as supreme leader of Spain. The party is led by Spanish civil war vet Juan Benitiez, who also served in the war against the EU and the UIA war.

Each State will elect 6 Lower House Members of Parliament, While the Uper house will be done through population and thus will vary in each region.

The territories of Morroco, Western Sahara, Greenland, Iceland, French Guiana, and Equitorial Guinea will each elect 2 Lower House members, while the Upper house rules will remain the same. A territory will become a state when a vote is held within the territory itself to join, then approved by both houses of Parliament.

New Russian Government​

Following Russian Elections, the government of Premier Putin has stepped down, allowing for a new, more conservative Communist government to take place. With a 64% majority the three Communist parties held a tight grip on the government, forcing the election of Konstantin Chernenko as the new Premier of the Communist Empire of Russia.

Primakov, old and sick, faced his first crisis with appointing cabinet positions. He nominated a rather libertarian communist, Kharitonov, for the position of the Minister of Trade and Economic Development, and faced huge opposition. Many National Bolsheviks were against the appointment, but the loss of their votes was made up by the Liberals and Democrats who welcomed a libertarian in office. Barely squeezing through, Kharitonov never gained much trust from the government.

The second blunder, only a month later, caused an uproar. Mr. Kharitonov has proposed to the government a law de-nationalizing much of the heavy industry and consumer goods industries, calling for 'people's communism' and a way to hand over the economy to the people, trusting that they will keep the communist system alive. It is not clear why or how Primakov allowed it to go to the legislature, but it did, where it caused a furor. Even the People's Party of Russia senators turned away from this proposal, but on the other hand the liberals and democrats supported it with full force. Not enough force. It failed miserably by over 70 percent voting against it. Following the fiasco Kharitonov resigned.

And finally, after only 4 months in office Primakov caused another disaster. It was no secret that the Russian government was openly discussing the possibility of creating a pro-Russian Arab Alliance that would split from the IL. The talks were going ok, and just when the nations were on the verge of agreeing Mr. Primakov followed through with the Yalta negotiations, destroying any hope of an independent pro-Russian alliance. Primakov tried to cover up the blunder, but it came out, and he was questioned. When it became apparent that Primakov was responsible for the blunder the Duma met and in a 3 hour session passed a motion of no confidence in government.

Following the vote, Mr. Primakov ordered the Duma to disband and announced that he will be taking control of the government. In response Duma refused to follow his directions, and barricaded streets in Moscow. General Lebed, Mr. Putin, and Mr. Yeltsin led the Duma supporters against Primakov. General Lebed's Special White Guard forces marched into Moscow following a day of standoff, and opened fire on the government buildings where Primakov and supporters were located. After a few hours of fighting Primakov surrendered.

Duma met once again following the disbandment of Mr. Primakov's government. After a weeklong session they have re-written the constitution of CER, renaming the nation Russian Federation, and creating an office of President, elected by the people, and a Prime Minister, elected by the legislature. Separation of power would ensure no more dictatorship in Russia. Following the amendment Duma disbanded, and called for new elections within a few months.

Jus tso you know, many of the nations that the AF is gauranteeing independence for are joining the United Islamic States on their own accord. Any interference in this will cause some hostile reactions. Beware Fenor you tread on thin ice on this issue.
 
I am officially unveiling a new rule, and perhaps a new direction for this NES:

The Olympic Games.

Spoiler Rules - Olympic Games :

The Olympic Games are going to be held every 2 turns in this NES. Historically, the Winter and Summer versions are held every 2 years, interchanged, but, well, it would be much less fun for the games to be held every 4 Updates, right? So i think 2 is sufficient. These shall be events just like IRL, of fun, frolic, and, of course, the best athletes in the world competing for Olympic Glory.

To simplify things, the Winter and Summer Olympics shall be combined. There shall be 2 parts to the games, the Winter and Summer, but they shall be held all at the same time, at once city. Because of the sheer number of events, and my sheer lack of time to list every single one of them, only the following events shall be up for grabs: Aquatics, Archery, Athletics, Badminton, Baseball, Basketball, Boxing, Canoeing, Cycling, Equestrian, Fencing, Football, Gymnastics, Handball, Hockey, , Judo, Modern Pentathlon, Rowing, Sailing, Shooting, Softball, Table tennis, Taekwondo, Tennis, Triathlon, Volleyball, Weightlifting, Wrestling, Alpine Skiing, Biathlon, Bobsleighing, Cross-country Skiing, Curling, Figure Skating, Freestyle Skiing, Ice Hockey, Luge, Nordic Combined, Short Track Speed Skating, Skeleton, Ski jumping, Snowboarding, and Speed Skating.

The Olympics will be organized by the International Olympic Committee (IOC) NPC'd by me, Goober Rogge. They will be in charge of random drug testing, ensuring that the Olympics run smoothly, permitting or denying nations to participate in the Games, and, most importantly, selecting the city that the Games will be held in.

The Olympics wil he held every other turn, so, in the in-between turns, the city that the next Olympics are to be held in will be announced. So, for example, In Update 13 the first Olympics will be held. In Update 14, the next city which hosts the next Games will be announced by the IOC. Then, in Update 15, the Games will be held in that city.

How do you get your city to hold the Olympics? Simple, you write a 2-3 sentence paragraph describing why your city should be hosting the games. What are the Benefits? If your games run nice nd smoothly, then you have the possibility of making up to 2 eco profit from the Games. However, if things go badly, and you don't provide resources and venues properly, then you could be forced to pay up to 2 eco to repair damages, and the like. And for the debt accumulated during the games. So, there is a benefit, or a possible cost, associated with hosting. You will only be forced to pay if things go really bad, which should be rare. You might also need to spend eco on facilities to host the games, and that will have a net benefit in the long-run for your city.

Like I mentioned earlier, nations are permitted to join, and some might be disqualified for "unsportsmanslike behavious". Remember, the IOC is a busniness, and does not like to be humiliated with a badly run Games, or poor facilities. If your nation has, for example, slaughtered 150 Million people, you might get disqualified. Or, if your nation routinely abuses Human Rights, then you might get the boot. You will be let back into the Games, after a couple turns of suspension. Also, the IOC tries to be politically neutral. They do not give the games to one place because the leader sent them money, or bribed them. Bribing officials is a serious offense, and Goober Rogge looks down upon it harshly. You will get suspended for a good long time if you try Bribing, and are caught.

How do I announce the winners? Well, I will only announce which PC nations won each event, and only the first place winners. i will also announce the overall medal count. For the PC Nations. But, time constraints meant that I cannot logistically do much else. My Updates are already Never Ending enough. The WSN, or World's Sports Network, will announce who won what and where.

If there are any questions, a PM may be sent to Goober Rogge, and there is the chance that it wil get answered . . .
 
China wants to know why the name "Goober" appears in so many high ranking Positions International Organizations.
 
Goober Rogge, Goober Blix, and Goober El Baradei are not sure what the Chinese Premier is referring to. Their names are not alike. The name "Goober" merely means "Great One". Any high-ranking official should have it in front of their name.
