These independent scientists are obviously mistaken as they have never been there, while Japan can neither confirm nor deny that it has.

The United Islamic States was in an uproar, the President sat in his Cabinet room. As half the members were from the Islamic Unity party, who claimed that Russia by continuing its imperialist policies against Muslim nations that all other nations had since given up not only spreading its troops throughout predominantly Muslim areas in the Caucsus and Central Asia. The issued a momontorum in the Cabinet asking for the Republican Congressional allies to issue a embargo against the Russian Federation until such statements from the 'so called' UIS-Islamic Party scandal is apologised for.
The Presdident himself has no recollection or offical knowledge about any such negotiations concerning a strike on Russia.
The Cabinet was divided some saying that an embargo itself would be a decleration of war against the Russian Federation. Some however even advocated the liberation of Russian controlled Muslim territory. They argued that Muslim minorities are being perscuted, pointing out that the Muslim states in Russia were among the most rich in mineral wealth yet recieved less funding then other 'European' Russian states, and thus were being economically persecuted as well as that of relgion who Orthodozx controlled government views Islam as a force of suspicion.
The President considered that a defining point. However he could not avocate a war against Russia, however the embargo would have to be enforced to hold Islamic wrath that the Russians had committed.
They (Russia) had gone to the brink of Civil War after the false papers from the corrupt Koreans were given to them. The United Islamic States from their viewpoint had already cut relations with the Koreans for their role in this great untruth. A UIS boycott and embargo against Russia would remain in place.

Due to the cabinet's decision and endorsed by the United Islamic Congress the United Islamic States has placed an embargo on the Russian Federation. No United Islamic States buisness or person may travel to the Russian Federation nor have any relations with a Russian person or buisness. Due to Russian imperalistic ambitions against the United Islamic Congress including the planned invasion of the United Islamic State of Afghanistan, the Russian Federation is instructed that until Russia publicly apologies for all criminal espionage activity carried out by the KGB on UIS soil, gives the Central Asian and Cacusus Muslims autonomy including control over their internal economic affairs (1/2 of the economy would still go to Russia), futhermore stopping their espionage missions and finally recognise the United Islamic States right to be a superpower without the hindarance of Russian dictatations, the embargo will remain in place.

OOC - Er, those Muslim parts of Russia are already kind of autonomous. In Russia, most of the Republics already have degrees of autonomy. Which is part of the reason why Muslims in Russia haven't revolted, but ya.

Rule Modifications
I have changed and modified some of the Rules for this NES. I would ask all players please read, and familiarize yourself with the new rules.

- Rules - Who can you be: You may now only be a nation or a terrorist group, or something similar. You may not be companies, etc. any longer. As a nation, you can deal with companies, own state-owned companies, but that is all.
- Rules - Military: Sentence added describing Volunteers
- Rules - Mobilization: You now receive a bonus eco every turn when in Conscription, instead of a bonus eco every 3 turns.
- Rules - Olympics: This has been deleted from the Rules since it is simply too much work to do. The interest I had anticipated for the Olympics was simply not there. If I get enough people asking I will re-instate the Olympics, but I generally got the feeling that no one was very interested in them.
- Rules - Governments has been added. Hopefully, this section will better explain Government types, and how they work. I hope that this will help player play their nations more realistically.
- Rules - Trade: You may now have 4 trade routes, 5 for Democracies.
- Rules - Nukes has been deleted, as it is no longer relevant.
