OOC - This is the findings of a Special Tribunal looking into the claims by the UIS of Russia sending KGB officials to the UIS to create terrorism and such. It is composed of Judges from nations around the world, for a total of 9 judges. Nations include Acadia, Vietnam, Thailand, SEAR, India, China, Chile, Paraguay, and Ethiopia.

Official Findings of the International Court of Justice Special Tribunal on alleged Terrorism by Russia against the UIS

The case brought before this Tribunal was that 50 persons caught and detained in the UIS were in fact Russia citizens, and members of the KGB, and guilty of the following crimes: conspiracy to commit terrorism, trrorism, assination, murders, fraud, acts of Sedition, acts of Espionage, armed Robbery, owning an illegal weapon, owning illegal explosives, violating a visa, kidnapping, conspiracy to aid a rebellion, failure to pay taxes, and other minor infractions, like parking tickets and such. These 50 men have allegedly been instructed by their KGB masters, the KGB being the Russian Security Service, to bomb and kill top-level officials in the UIS, as well to generally create a feeling of panic and insecurity. These men are being charged under UIS law, and have already been found guilty by a UIS Judge, but are being retried, at the request of the UIS and Russia. Arguments are being heard by both Russian and UIS lawyers. Penalties for the crimes include the Death Penalty, which this Tribunal finds, if appropriate, to be administered by the UIS, and must be either Firing Squad or Lethal Injection. This Tribunal finds beheading and Hanging to be cruel and unusual punishment.

After hearing the arguments both for and against the verdicts, and hearing the guilty please by all 50 defendants, this Tribunal has come to a series of decisions. First, it must be known that a link between most, if not, all of these bombings and acts of terror can be established, which suggests that most, if not, all, of these men know each other somehow. They are either part of a terrorist group, or being organized by a nation-state. the evidence presented, and the pleas, show that these men collectively committed gruesome acts of terror, assassinating 9 high-level UIS and UIS Member Nation officials, and are responsible for the deaths of at least 75 UISians, perhaps as many as 100. Blood is on the hands of most of these men.

Given the pleas entered, and the evidence submitted, this Tribunal finds the following:

  • All 50 men guilty of Terrorism
  • All 50 men guilty of Conspiracy to Commit Terrorism
  • 23 guilty of First Degree Murder
  • 20 others guilty of various lesser degrees of murder
  • 12 are guilty of Acts of Sedition
  • Most are guilty of owning illicit weapons and having illicit explosives
  • 9 are guilty of Kidnapping
  • 5 are guilty of expionage, and have links to the KGB
  • Most are guilty of minor charges

This Tribunal cannot conclusively say that these men were all tied to the KGB. At least 5 were, and perhaps were KGB Agents. But it must be emphasized that no conclusive direct link between all of these men and the KGB can be found. Nor any other organization, form that matter.

This Tribunal finds the arguments of the men that they are Neo-Nazis and ultra-nationalists to be blatantly false, and a poor attempt at an excuse. These men are racists, and anti-Muslim, but are not right-wing extremists.

The issue of sentencing these men is a difficult one. This Tribunal finds that 14 men are to be sentenced to death by either Lethal Injection or Firing Squad in the UIS. For the remaining 36 men, 22 are to be senteced to life in prison. The remaining 4 are sentenced to 60 and 80 years in prison, respectively. This Tribunal finds the claims by Russia that these men being in the general UIS prison population hazardous to the health of these criminals true. These men might die if subjected to the general UIS prison population. therefore, this Tribunal orders 12 men to serve their entire sentence in the UIS, but in a mazimum security, solitary confinement situation, and the other 24 to serve their sentence in Russia, again, in solitary confinement, and in maximum security. These men are clearly dangerous, and cannot be trusted to be released from prison.

That is the Judgement of this Special Tribunal of the International Court of Justice.

Russian Boy​

The Begining​

The woman working at the train station was very sympathetic to Yura. But she could not help with anything. The train he was supposed to be on with his group left yesterday, and trains leave very rarely for Eastern Siberia, it is still an undeveloped part of Russia. Yura probably looked very upset because she asked
-Don't worry, it is just that Siberia is very far away. Why do you need to go there anyways?
-I was with my work group, Im an engineer, just graduated. Was assigned to East Siberia, but was held up because of...well, family matters.
-Well...you know what, there are sometimes special raises, but we dont get information about them. You should try to talk to the cheif of the station, he might know.
-Thank you - Yura was not very inspired, and still sulking he left the building of the station.
Or rather one of the buildings, because the Moscow Train Station was one of the largest in the World and spanned a whole block with at least a dozen buildings and many other smaller shops.
Yura wondered the streets, thinking of what to do...there was little chance of finding the cheif of the station and even less chances of actually getting to talk to him. In his wonderings he came across a foreign bar called "Micky Mouse" and decided to come in.
In the bar two men were discussing something. One was the barman and the other was a big man in a flannel shirt sitting a few tables away.
-I do not want to talk about war and politics, I want to talk about bars! I know all about bars, I know every bar in this city. Who goes to your Russian cafes? Your Russian girls go to your Russian cafes to eat ice cream and dance with sober pilots. No sance man who made a forture in Siberia will go there, they will go to our Western bars.
At this time the barman noticed Yura.
-Here, he is a Russian boy. He came to Micky Mouse during the day, so he is new here, and he probably wants to eat.
-I do want to eat, thank you.
The bigger man looked at Yura and said:
-Come here boy. Now, together we will lead an ideological fight with Jones. You see, Ive been leading an ideological fight with him for five years now, trying to prove to him that there is something more to life than bars.
-You dont understand it Ivan. A concept such as honor of an establishment and money are foreign to you. Who doesnt know Micky Mouse and Jones? All of your Russian people, when they come back from Siberia come to me. They come to me in sorrow and in joy to have a drink and be marry. And even you, Ivan, come to me during the day to eat something something quickly, because this is the best place around.
-But Jones, you are a big, strong man, and could be doing something useful for the country, and instead you sit here and serve drinks, and because of you we have to keep a police force in this block.
-Ah, that is not my problem. I want to be succesful in life and I want to not work for anyone. Someday I will make enough money and then I won't have to do this, and will be able to do whatever I want. I don't want to be a slave to anyone.
-Good Jones, you dont want to be a slave, now you just have to not want to be a master.
Yura, who finished eating his soup, spoke up:
-I think it would be very boring to spend your life working as a barman.
-What do you mean boring? What is boring work and what is interesting work? There is no such thing, there is just work.
-Work has to be interesting
-Why?
Yura was stunned, he did not know what to say
-Well...just because....it has to be! Who needs boring work? What good are you for if you work without enthusiasm?
The barman had nothing to say and quickly dived behind his stand to look for something.
-Thats a good boy - said Ivan - what are you doing here anyways?
-I need to go to Eastern Siberia, but my train left yesterday, and now I dont know what to do...
-Eastern Siberia, eh? Listen, go to room number 313 in the Moscow Hotel tonight after seven.
-Why?
-Just go there, and you will find out - Ivan winked, stood up, and left.

Special Trip​

At exactly seven ocklick Yura was standing outside the door of room mumber 313 in the hotel. He knocked cautiously and from the other side came a faint
-Come in.
Yura came in and saw two men sitting in charis. One was a huge, tan southerner, somewhat old, and the other was an even older pale and tall man in a robe.
-What do you need?
-Well...you see... - Yura did not know what to say - I need to get to Eastern Siberia and someone told me...
-Name
-Whose?
-Yours - it was obvious the older man did not like Yura
-Yuri Mikhailovich Borodin
-Why do you need to go there?
-You see, I had family trouble and got seperated from my work group. I really want to catch up, dont want them to think I didnt want to go or was scared. I really want to help.
-Mm? - the older man looked at the younger one, it was obvious that he didnt like the idea.
-I really need to go - the older man nodded and the younger man walked to the phone.
-This is Alexey. Do you have the list of passangers on tomorrows train? Yes, add one more, Yuri Mikhailovich Borodin. Yes, my order. Yes, I know.
-This is illeagal - noted the man from the chair.
-If you knew Mikhail, how many illeagal things are done in Eastern Siberia and how many illeagal things we will do on this trip you wouldnt worry. Go and meet your new superior Yura, he is in the next room.
 
The Mines of Tahmasib​

Tahmasib is a wealthy Russian company operating a number of precious metal mines in Eastern Siberia. The workers work in extreme cold in caves, where temperatures reach negative 30 celcius and are sometimes damaging to the body.
Mikhail Smirnov was sitting in a comfortable chair in the train with a red and gold robe on. He was reading through the latest reports of the Tahmasib Corporation.
Alexey Balkhovsky was reading a book in the corner and Ivan Zhilin and Yura were playing chess. The small group has almost arrived on the outskirts of Eastern Siberia, and their first stop was Tahmasib.
When they arrived at the station Smirnov and Zhilin left and Yura remained alone with Balkhovsky who showed him a few articles on astronomy.
While Yura was studying astronomy Smirnov and Zhilin made their way down the snowy streets of Tahmasib to the office of the comissar. The door swung open and Smirnov stepped it. Bela, the comissar, and an engineer who was there both looked in his direction. After a second Bela recognized Smirnov's fase and realized that it was all over. Smirnov stepped inside and after a quick look at the engineer focused on Bela.
-I am the General Inspector of the Ministry of Internal Affairs, my name is Smirnov - the engineer chose to leave quickly. If anyone is interested in knowing, he rushed down to the telephone booth and called his wife in Moscow, telling her to sell all Tahmasib stock that they had.
-You are in trouble Mr. Barabash - said Smirnov - what is going on here?
-I know, I know
-Who on the mine has guns?l
-I was not able to find out
-But someone does?
-Yes - Smirnov was furious
-What did I put you here for? Did you talk to the director?
-Of course I talked to the director! He is a bastard! That fat idiot doesnt care, he hates me, he makes people work 16 hours a day and doesnt let me do anything! You know what, Mr. Inspecor, either give me power to do something or dont put me here at all. I am just a scarecrow to these people, they dont cooperate with me! People disappear here, work for 16 hours a day, someone shot at me three times, and no one knows anything! They look at me like Im crazy and tell me to mind my own buisness.
-Alright Bela, lets go and have a look at it. Take your gun and I will get a few people.
Zhilin, Smirnov, Bela and the local polic chief all walked down the streets. People begun to appear and started shouting at them:
-Which one of them is the inspector?
-Can't tell, they are all reds
-Socialists!
-Why do they come here? Let us work!
-We came here to work, let us work, we want the money!
Someone put their leg out and Zhilin almost tripped. He did not turn around, but was now looking ahead of him, and when he saw the next one he stepped on it with his whole huge weight.
When the procession made it to the luxurious house of the director and walked in all of them were nervous and almost scared.
-Ah, Mr. Smirnov, how nice! - the director stepped forward and offered his hand
-Sit back down, and don't bother, I am not shaking your hand. Who gave the charter for the operation of the mine?
-The Company of course, the shareholders - the director was still smiling, not quite realizing what was going to happen
-Give it to me
-Of course - the charter was in the safe behind the desk and the director went to get it
-Take the keys and give them to the police chief
-Mr. Smirnov, I would like to know what these actions mean - the director begun to understand what was going on
-You are accused in violations of Russian law, and you are accused in murder of 19 people. I remove you from this position and you will go to Moscow as soon as possible.
-I yeild to brute force
-And that is a right decision - Director walked towards the door and opened it. Behind it was the crowed that yelled at Smirnov as he came in.
-Friends! These people came to arrest me! They want you to only work 6 hours a day and stay poor!
The crowed roared and moved towards the house and only the two guns in the hands of the police chief and Zhilin stopped them.
-We came here to work, let us work!
-And we came here to stop you from rotting alive
-That is none of your buisness! We want to work for the money!
A shot rang out and a bullet hit right next to Smirnov
-Who the hell just shot at me? Chief, find that person - the police chief went into the crowed and grabbed the gun from some poor guy.
-Now listen carefully. All of you hand over guns right now. I have the power to close this place down if I have to and all of you will be out on the street with no work. - he threw a few gems onto the table - this is what you work here for - gems. You mine them and sell them to rich ladies who are willing to pay lots for them. But this is not worth killing yourselves over, and we will not let you kill yourselves. You will work 6 hours a day or you will not work. And believe me, if I get one more report of any kind of violation here, overworking, illeagal alchohol, guns, or anything else, this place is closed. Got it?
The crowed slowly dispearsed and Smirnov and friends left the house. On the way back a worker caught up to him and said:
-Mr. Smirnov, here you go, these are the gems you left on the table, I picked them up for you. We have all sorts of people out here, wouldnt be safe to just leave them.
Smirnov looked at the man and thanked him. And on the train wrote an order making him the new director.

The United Islamic States requests an immediate apology from the Russian Federation for the espionage missions that were planned against the United Islamic States. Futhermore we classify this as casis belli, and unless sufficent resitution is paid the United Islamic States will consider itself at war with the Russian Federation. An ultimatum to this meassure will be issued promptly to the Russian ambassador in Israel, considering we have broken direct diplomatic relations with this evil empire.

Lastly the United Islamic States objects to the 24 men being imprisoned in Russia and thus we ask the judges to consider an alternative location. These men will be released as soon as possible under the Russian government's auspices which we find to be unhealthy for relations between our two governments.

The men sentenced to death shall be done so through firing squad administrated at an undisclosed location within 24 hours of their return. Their bodies will then be flown back to Israel for their return to their families. Their hands will be kept by the United Islamic States as a reminder for the Islamic people of Russian treachery.
 
The Russian Government issues an apology for the actions of the KGB agents who have contacted people within the UIS with the goal of gathering intelligence.

The Russian Federation will not pay anything to the UIS and sadly accepts tha fact that the two nations are at war now.

The Russian Government objects, since there is absolutley no grounds for the UIS' request. There is no precedent of improper prisoner handling in Russia. Furthermore, the UIS' declaration of war on Russia is a lot more damaging to our relations than the location where 24 people will serve their term.

Furthermore the Russian Government requests that the death sentance of all men be changed to a life in prison served in Russia considering that the UIS has publically announced it will practice mutilation, which, in the eyes of the Russian Government, is a cruel and unusual punishment.

Ok, I got my schedule! And it hadn't changed! Therefore . . .

Orders for Update 19, 1985, will be due Monday, June 27th at 12:00 PM GMT

I am not sure what I am doing those days, so I do not know when I can get the Update done, but if I get orders by Monday, I will have time over the course of Monday and Tuesday to do the Update. I think we have had enough time for diplo and such.

UIS requested for all of the prisoners to serve terms in the UIS.
I requested for all who were sentanced to death to get life sentances to serve in Russia since mutilation is a cruel and unusual punishment and the UIS officially announced they will mutilate those people.

Ok, then in a quick ruling on these amendments, the Tribunal rejects the appeal by the UIS to have all of the punishments carried out in the UIS, and the UIS agrees with Russia that the UIS's declaration that the mutilations of the bodies of those to be sentenced to death is cruel and unusual punishment, and orders the UIS to give these men a proper burial, without mutilation. If the UIS refuses to back down on this threat of mutilation, then this Tribunal orders that those men to be executed in the UIS instead be executed in Russia, either by Lethal Injection or Firing Squad.

OOC - Effectively, no sentences changed, but, Sheep, if you do not withdraw your promise to mutilate their bodies, then they will be executed in Russia, for all the difference it might make.
 
Russia is quick to think we are at war, as I see it the UIS has not declared as of yet. However the compensation will continue to be requested as Russia has tried to upset Islamic politics internally for many years and many good men have been killed by their evil schemes.

Cutting off the hands of these criminals is a normal practice under Islamic law and therefore the Tribunal is destroying the credability it has in the Islamic world by requesting such actions. Do you not remember the men, women and children these animals have killed? A simple death is a mercy for them, and mercy should not be granted to criminal filth.

The UIS has not asked for all punnishements to be carried out, they asked that instead of going to Russia those who will not be carried out in the UIS will be transfered to a neutral nation such as Israel. We do not trust the Russians to keep their criminals in jail, where they belong. Futhermore those found guilty of crimes in the UIS have the routine punnishement of having their hands cut off at the wrist. It makes them outcasts in Islamic society and ensures that criminals think twice before committing their vile deeds. Brutal perhaps, but effective, and while the Tribunal is international, we remind the tribunal that it was Muslim men, women and children that died at the hands of the miscreants. These hands have our brothers' and sisters' blood on them, and thus we shall keep them to remind ourselves of Russian treachery. To order otherwise will cause the Tribunal to have NO crediabilty within the United Islamic States.

A full list of our evidence will be released once we receive it from goober. Russia cannot be trusted to keep its OWN agents imprisoned and thus we request that these 24 people to be transfered to a third nation, prferably Israel. Lastly we remind the Russian Federation that there is no such decleration of war as yet, and there will only be one if our fair ultimatum is denied by the Russian government once it is released (ooc: I really need a PM from goober on a specific topic first, then I shall release it.)
 
The Russians refused to pay you, and as you said in declaration (post) #147 that if Russia doesn't pay u compensation, the UIS will be at war with Russia.
 
We have not delivered the ultimatum yet, and when we do we shall be sending proof to several nations for them to realise what Russia has done to the UIS to bring us to this point.
 
OOC - Sheep, the Tribunal found that Mutilation of the Corpses would be inappropriate, considering these men are not Muslim in ethnicity. They are to be executed in Russia if that happens, period.

The Tribunal has been assured by Russia that those men sentenced to jail in Russia will serve their full sentence. If not, well, Russia is a democracy, and abides by the Rule of Law. If Russia decides to stop doing that, then perhaps Russia's citizens shall have their say on that matter in the next Russian election.
