We offer you membership as a (of nature independant/semi-autonomous) member state in the Commonwealth Union. This will protect you from foreign aggression, update some of your technology and increase your trade with SEATO. Let it be known that no money shall be taken away from you, only redistributed among the member states so less potential for economic development is wasted.
[example: Gambia, Guinea Bissau, Quatar and Madagascar share their eco... 3 states go up one lvl. Next six months and the six months after that money flows back until the fourth state is ahead of the three others and the process repeats itself. This is what's happening right this round: some of the money is being sent to the eastern islands. The next six months a large sum of finances will be used to restore order in the three states.]

Order and economy will be improved the next six months and then step up the following six months. Within one year and seven months elections will be held and local governments formed, another six months and elections will be held as to who will stay with the Union. Remember that through the Commonwealth Union you have safety and if you vote for it, independant state membership in SEATO. Prosperity, law & order, religious freedom and an industrialization and education plan. The Union has much to give, but will you choose to stay with us? If you vote pro-Union at the second election we promise that we will transform you to the most fortunate states of Africa.

ALLIED HEADQUARTERS - Saigon
The South Vietnamese general had never been known to be a coward. The soldiers under his command had held the thin line at the southeastern port city when the Vietnamese were all but an inch from achieving final victory.
The allied commanders gathered around the table knew this, that without the man in front of them their colleagues would never have given a rat's ass to invade a coutnry which had already been reunited, albeit under the communist ideology.
Some of them were here for different purposes. Borderline fascists from Spain, ex-communists from the USSR, their officers lined the table. Only symbolic gestures had kept their number beneath half. The strange but diplomatic Kiwis from the south-east and their Malaysian friends were strongly represented and the apartheid supporters from South Africa had their seat as well. And that was not even mentioning the Acadian and Quebecians who were there on a goodwill mission with a large regiment of their own.
"It'll be all right Ryu. The Australians have pledged their support now. China won't interfer with us, they're close to politically neutral and besides they jsut had a war with India and they're still busy colonizing Siberia." it was the Commonwealth commander.
Obviously the wrong choice of words. One of the Russian officers paled while another swore. The issue was ignored and the Spanish commander spoke.
"Don Quijote. Your Chinese are a windmill. They wish you no harm."
"But... but -" Gyu Hadoken stuttered. "How were they able to raise twenty-five thousand soldiers and two hundred tanks? How!? Their economy is hardly better then ours! They must have foreign aid!"
The Malaysian officer looked uneasy. "Well Ryu, I've read the expense reports and maybe if you hadn't bought submarines and other costly warships then you would have more on the ground..."
The South Vietnamese commander looked shocked, then he stood up and threw back his chair. "You say so but we've been giving money away to him! We have paid for your kind help!" he was pointing an accusing index finger at the CU commander.
"Errrr... Gyu if you'd just relax right now!"
"NO! Now I KICK YOUR ASS!" Gyu flew through the room in a fly-kick - smashing the mahogny table in two pieces as figure-head officers and number-chrunchers were scattered across the room. He caught the New Zealander squarely in the chest knocking the wind out of him before landing down beside him and immediately puting a death grip to his neck.
"NOW I TAKE YOUR MONEY BACK!"
"*wheeze* Gyu..." said the commonwealth commander. "*there's* cough* wheeze* 50.000 dollars in my wallet. *huuuuunnghhh* ...start... *wheeeeeeeezeeeee*"
Slowly Gyu Hadoken eased his grip. "You will do right by my people!"
"No I don't think so." It was a voice from the other side of the room. Gyu twisted around to see who it was. It was a short-stocky man with brown hair carrying a Colt 0.45 straight at his head. Gyu was reminded dimly of some high and mighty organization but he didn't know why. "We've got Project Relief Agency to build and no way is there you will interfer in that." *BLAM*
A bullet whistled through the air and entered Gyu Hadoken's skull splattering his brain goo across the carpet floor. The other officers and commanders were already readying their mostly ceremonial sidearms and loading them to aim straight at the man.
"No I don't think you lot will do that. I've got 50 GI's outside who're just waiting to brainwash you all. You really should keep the chattering down to a minimum."
The New Zealandese soldiers stormed the room and seized the officers before they could make an attempt to even clean of the carpet walls for blood.
And ten they were gagged and removed to a dark cellar where a man with a large bowl of water on the floor carrying a manic grin was waiting for them.

The South Vietnamese President awoke with a start. Those damn Coalition officers! Bribing Thailand to help out and demanding money from them to pay for it. The Commonwealth Union were such meanies...
