Well, the CU is a Provisional Member of the CC, i am not sure if that means that they automatically must give up their Foreign Policy, or . . . ?

GoobNES01: Fallout - Update 10 World War IV turns to Africa
World Weekly News - January 18th, 1968
World War Four continues ravaging Africa!!!
Well, the War in North American finished - mostly. But the war in Africa, which has been going on for nearly 4-5 years now, kept on. After the murder of over 140 million people in Nigeria, the CER and the AF continued battling it on, with the rest of the world looking on. Also, the war in North Africa between the Spanish Empire and the United Islamic Army continued, with no end in sight. We are going to bring you all the latest breaking news, and nclude special coverage of the after-effects of the Tsunami in the Indian Ocean. But first, we bring you the news of what has been long-awaited -
USA and CER come to peace agreement - mostly
In a stunning development, the USA and CER announced that they had come to a peace agreement, which included the Russian troops leaving the USA, well, most of the USA. The USA ceded Alaska to the CER, in a highly unpopular move among Americans. In some polls, as much as 70% of Americans are against the move, 80% in some areas. Nonetheless, it was part of the deal. Unfortunately, things worked out rather poorly for the Americans. After being told that they had come to a peace deal, the American Government told all American citizens that peace had been achieved. Many were overjoyed, and turned in their weapons, and went back to their homes, or what was left of them, in some cases. Then the JCF troops, staying in the USA to ensure its "stability", had the unusual experience of watching a fully democratic election. They were amazed at how the people actually got to elect their leader, as oposed to the partially Democratic system in Russia.. The International Confederacy did the election, and everything went off smoothly. John Jacobs, leader of the Republican Party won, by about 57%. The Democrats got 43% The Communists were totally shut out. He was the Vice President in the previous administration, and had survived, thankfully. Then, it came time for the CER troops to leave. Well, they did leave, but they took some things with them. Specifically, the remaining industry of the USA. Just like they did to East Germany at the end of World War II, they literally went into the factories, picked up the machines, put then on trucks, and then went away with it. As they left, they left bombs in their wake which devastated the already war-torn American industry. Of course, the American Government soon found out, but the American Government was still getting itself organized, and thus, its response time was a bit slow. But, the American Government was in a pretty pickle. If it attcked the retreating Russian troops, then they risked more war, and the troops that the USA did have were tired, demoralized, and, weakened from the constant war by the superior JCF troops. Superior in number, that is. Of course, the Americans did launch an attack, and managed, with their air power, to halt the total destruction of some facotires, but it was not enough. The Russians bombed as they left, with their still massive air force, and the badly weakened American Air Force was essentially powerless to do anything. Stonhenge, of course, continued to take down Russian planes, but, as the Russians retreated, this diminished. When the Russians finally left, they left a war-torn, and mostly ruined nation behind. Striped of most of her once-productive factories, most roads, and bridges, and the like, destroyed, and millions of mines left all over the place, America is a very devastated nation. Their military is tired, their people hungry, and tramautized after the devastating war. It will take years to rebuild the country, and repair the damage. Meanwhile, the Americans industry and money and the such was used in Mexico, and Alaska/Russia, to establish massive factory complexes in those nations. Legally, the Peace Treaty has not been broken, so, legally, at least, the CER and USA are still at peace. It remains to be seen how long that lasts. As usual, both sides lost some more troops, planes, and the like. But finally, forn the time being, they are at some kind of peace. Of course, once the Russians left, the USA started the slow task of rebuilding. And there is lots to rebuild. Until Billions will have to be invested. Thankfully, most civilian populations, homes, and the like were left standing, except for those that were used by American Patriots to fight off the Russians.
(JCF Losses: 3,000 Infantry, 20 T-64s, 15 T-73s, Various Planes; USA Losses: 6,500 Infantry, 30 Adnan-bis, 15 Elephants, 25 Cheetahs, Various Planes)
Spain BZ's, Sarins, and Smallpoxes UIA Army, UIA launches Heads at Spanish
The War in North Africa continued, but this time it was Spain who is definitely winning this war, but they are winning by a rather unusual method. they seem to realize that conventional warfare is impossible against the UIA, so they used Biological and Chemical Weapons of Mass Destruction. Spain, using her industrial and Technoploical Might to produce large quantities of BZ, Sarin, and smallpox, which they lobbed at the UIA forces, who has recently re-formed for another attack after their humiliating Smallpoxing of last update. The Battle plan was this: 1 - The BZ immobilize and hallucinize the UIA troops, 2 - The Sarin Gas kill some, 3 - The Smallpox kill the rest. Well, it was devastatingly effective. Except for the Sarin. The Spanish used a slightly impure precursor agent, which caused the Sarin to spoil in its containers, and be less effective. But nevertheless, the 80% casualties were still enough. Then the Spanish army swept through, taking back vast tracts of land. It was not a total loss for the UIA, though, in Spain's other North African Colony, the UIA, with a large army that they had moved into surrounding countries, managed a large strike against Spanish forces, and drove Spanish forces mostly out in a massive series of battles. Spain, of course, sent forces to fight against them, but found themselves getting stretched for troops. Apparently the Spanish were out of BZ, Sarin, and smallpox, so they couldn't use them against any more UIA troops. If Spain keeps the BZing, Sarining, and smallpoxing up, though, it could be the end of the UIA. The UIA cannot fight against these type of weapons, for which they have no defense. The UIA did kill all of the 40,000 Spanish Soldiers that they took as POWs in Arabia, and decapitated all of them, and dropped the bloody heads on the Spanish soldiers, which damaged the Spanish Morale. In some cases, though, it spurred the Spanish on to end this war for once and for all. If these keeps up, either a diplomatic solution will have to be reached, or the UIA might lose, or keep pouring men into this killing zone. Franco meanwhile toured Spain, and, in a series of patriotic speeches, called all "Spanish to arms to defeat the evil barbaric UIA". This garnered Franco hundreds of thousands of eager Spanish volunteers, many of which went to Africa to join in the fight. Regarding POWs, Spain managed to capture 24,000 UIA Troops, a mixture of Volunteers, and Soviet-trained infnatry, and is holding them essentially as hostages. Spain tried again to assassinate the leader of Libya, Colonel Moammar Ghaddafi, but this went nowhere, just like last time. Spain has made an offer of pre-war borders to UIA nations, and rumor has it that some are considering it. Perhaps a peaceful solution is possible, after all. In a last bit of news, the UIA has stated that they are no longer purchasing weapons from the RSA, due to the RSA's "complete disregard for Human Life".
(Spanish Losses: 35,000 Infantry, 30 MdlM, 26 Banditos, 13 Bombers; UIA Losses: 310,000 Soviet-trained Infantry, 672,000 Volunteers, 10,000 Infantry, 100 Elephants, 69 T-54s, 5 Condors, 14 Eagles)
CER invasion, bombardment of AF partially thwarted
And now we turn our attention to Southern Africa, and everything occurring there. A good question is where to start. Well, first things first, the RSA is experiencing riots and protests in some cities, especially in the more developed, Southern Part of the AF, when people got news of the massive casualties in Nigeria, and the Cameroon. The RSA started to clean up the damage, and we have reports of "so many bodies, graves are nearly impossible to dig for them all". These protests have not been very violent, some clashes with police, but they are very large, upwards of 100-250,000 people per location. And all the while, as the Government ignores them, they grow. The Governments explanations have been inadequate, in fact, have fueled the outrage that their Government could cold-heartedly slaughter 150 Million people. Then came the waves of Missile attacks, from both the CER and India. The Indian ICBMs were targeted at Industrial Centers, and the Business district of several South African cities, obviously in retaliation. But, then a surprising development came about - South Africa managed to build a rudimentary anti-ballistic Missile system. The system was hurridly put together, so it could not be tested all that well, but it did manage to stop 4 of the 12 Indian ICBMs from striking the RSA. All the others landed, though, and with devastating effect. They were loaded with the cureless Mousepox. Then came the asault by the CER. They launched many hundreds of LRBMs, over 400, nearing towards 500. Amazingly enough, they managed to produce this many, probably by having all their factories working over-time. These were launched at known RSA Missile silos. Again, the RSA's rudemintary anti-ICBM system came into effect, but encountered some errors here, and shot down around 120 of the LRBMs, out of the about 450 that were sent, a success rate of probably around 27%. But, the remainder of the LRBMs landed true, and, with the high-explosive in the end of them, destroyed or damaged most, if not all, of the RSA's Silos, which greately hampered the ability of the RSA to strike back. In their counter-attack, though, the crafty South Africans launched some of their anti-ICBM Missiles with ThermoNuclear weapons into Space, timing it so that they would detonate, and turn the RSA's satellites into Space Junk. This they did, and it caused an unknown impact upon the CER's ability to use their satellites. Next came the attempted CER invasion. The invasion went well, for the start. The CER managed to get their ships opositioned, and went towards the RSA, in 2 general formations. They were, of course, careful to watch out for mines, and attacks from RSA ships, but none came. Then they started their bombing runs, except that their Bombers did not contain Bombs, but the CER's version of Mousepox, which cripples, rather then kills. This they liberally dumped on the RSA troops below, which immobilized most of them. Then, once most of the opposition was being immobilized, the CER started the invasion. Everything went well, until disaster struck. The RSA had a mine planted in the water, which the Russians did not notice. But not a regular anti-Ship mine, this was a full-fledged Nuclear Mine. One of the Russian fleets was devastated. The massive fountain of water took out most ships. The second convoy, which had yet to land, quickly turned around, and fled. but, as they were leaving, they dumped more and more of their Mousepox on the RSA troops, in retaliation for their dead comrades. The JCF fleet has been badly damaged, they lost a lot of ships, and men. On the other side, the RSA is suffering from the combined effects of the CER strikes on their Missile silos, an outraged populance, and demonstrations, and the Mousepox attack from tIndia, as well as the annoying, but persistant bombings by the ALF. This is truly a war of atrittion, and it looks as neither the CER nor the RSA will come out the winner. A strange force, all dressed in clack, has come to re-enforce the RSA troops, but nobody knows where this force came from. They causes a bit of fear among superstitious Africans when they first arrived, but apparently they are here to defend the RSA. Very mysterious indeed. Currently things are at a bit of a standstill. The RSA has no more ICBMs left with which to hurl at the CER, and the CER cannot invade the RSA because of the RSA's Nuclear Mines. Only time will tell what happens next.
(JCF Losses: 7 Battleships, 6 Cruisers, 9 Destroyers, 3 Kiev)
One quick announcement, the AF has announced that the Techs that they "liberated" from Nigeria shall be available to all nations of the world. The techs being given away at no cost are as follows: T-64, MiG-21, Tu-22, SRBM, LRBM, T-72.
African Liberation Federation starts campaign of "Liberation" across the AF
The African Liberation Federation has started, and declared itself to be "against the hypocrisy, lies, and tyranny of the African Federation". It has started a campaign of bombings across the African Federation, but it is having some troubles getting the bombs in, the AF has a lot of troops, and they aer used to these kind of attacks. Nonetheless, the ALF is having an effect, and apparently there are many supporters of it. It has targeted AF industry and military installations only. Assassinations attempts were made, but these only really resulted in a couple of dead lower-level bureaucrats, and the tightening of Security around AF Leaders.
pro-Democratic Rumblings in North Vietnam
There have been some fairly persistant Rumours concerning North Vietnam and Democracy. These apparently have to do with the Military, and some experts think that North Vietnam might be getting prepared to change the Government. Some are speculating that this might be propaganda put out by South Vietnam, but nobody is sure of anything. All that is known is that, if the rumors are true, North Vietnam might be following the lead of the CER, and be moving to a partially Democratic Society. Rumors concerning some Economic Reforms have also been heard, but less persistant. South Vietnam formally extended her hand to North Vietnam, pledging to "do what we can to help our Northern Brothers change to a Democratic form of Government, should they need help". This might also indicate a thaw in relations between South Vietnam and North Vietnam, and possible reunification.
Colombian invasion of Mexico, etc. brutally crushed
Colombian troops, which launched a surprise invasion of Belize, Guetemala, and Mexico, were brutally crushed by JCF and North Vietnamese troops. First, the troops were started to defect, and refused to serve, as the repercussions from the Russian Biological Strike continue to reverberate throughout this nation. Colombia is now in total Civil War, with the Panama Liberation Front in Panama raising all kinds of hell, the FARC gaining territory, and the Dictatorship in the middle, desperately trying to stay in power. The PLF have claimed Independence, and have created a DemoFascist Government, as are asking for admittance into SADETO, and International Recognizition. They also are promising that any nation will be able to use the Panama Canal, regardless of country. they know that they will be attacked and invaded if they don't. In the rest of Colombia, things are bad. The pro-Communist FARC have control of about half of Colombia, the Dictator the other half. Millions of Colombias are protesting, and most are blaming the Dictator. Farc is asking for JCF help in Colombia, and recognition as the legal Government of Colombia. The Dictator is asking for Military help against the FARC and PLF, and admittance into SADETO.
Goober changes rules - slightly!
Goober today is announcing that the rules have been changed slightly. In ones economic stats, one will now see that some people have stats that look like this: (A/B/C/D). This is interpreted as follows:
- A = Eco required to raise economy to next level (B+1)
- B - Eco you spend/turn (Don't forget Bonus eco, etc.)
- C - Eco that you have banked, and can spend anytime.
- D - Eco that you owe other people, your Debt. Note that this goes up over time, due to Interest.
Goober announces that countries are now able to borrow eco from, well, other countries, and the such. Essentially, you borrow money, from like the World Bank or whatever, but you have to pay it back, plus interest. If your debt gets too high, then you risk the chance of Economic Failure. Any questions, please contact Goober. He will be in his room, buried and suffocating under piles and piles of Homework.
Death Toll of the Tsunami - Over 2 Million
It is being billed as the largest human-made disaster in the history of humankind. It was the Tsunamis caused by the 50 mt Nuclear Warheads in the India Ocean, and North Eastern Russia. Luckily, these weapons were not at the bottom of the ocean when they detonated, they were in the water, so the after-effects were minimized. If they were on the bottom, then massive earthquakes would have resulted. We have a professor from the University of Staokholm to explain what happened. "When the Nuclear Devices went off, they caused a massive displacement of water that went in all directions. Up, down, and side to side. So the waves were just the displaced water. Also, if you actually saw them go off, it would look like the sea was erupting, it must have bee dreadfully frightening to see. Now, the shockwaves from these blasts also went down, and striked the bottom of the ocean. Since the water was compressed, these were like lesser Nuclear Blasts on the bottom of the ocean. So, Earthquakes were set off, with the effects that we have seen. But, these really didn't present that much danger to the stability of the Earth-s Tectonic Plates. Actually, we have seen the movement of these plates slow down a lot, and it looks like the danger is receding. I caution, though, if many more nukes are set off, we predict about 50 50 mt Bombs, then the consequences will be dire for the World. In about 2 more years, the Earth should have stopped ringing like a Bell, and be back to normal, relatively." As the professor alluded to, Earthquakes have been occurring in the India Ocean, and Japan. But they have been small, the largest was a 6.8 off the coast of Japan. Some brought down some buildings, but no major damage. They have caused mass panic, though, as people feared another Tsunami might come. Regarding the Death Toll, it is about 2,140,000, but that is only an estimate, really. We will never know the true number, as so many were swept out to sea. The Governments are rebuilding, as best they can. Time will tell if the region will ever truly be rebuilt.
