Most of them are. IIRC, flood plain is a terrian layer that goes over desert tiles with rivers. If you build a city on a flood plain tile, it removes the flood plain layer. The only time I've seen a desert tile next to a river that wasn't a flood plain was because of a razed city on that tile.

It's because founding on a floodplain destroys the floodplain so the base tile is no longer giving 3.

Somewhere along the way (of patches) they have included the desert-next-to-river non-floodplain terrain. Out of the box, there was no such thing, but now there is. That said, it is fairly rare, but very annoying; a watermill just doesn't quite make the tile useful.

I think it's only desert on river in certain maptypes (great plains? oasis?)
