goody hut settler with average city number?

Please check this savegame. Retire and watch the order of events. You will see that I built a second city very early (in 3600 BC). But this is only possible if I got a settler from a goody hut. And yes, I got one. But according to Mike Breitkreutz’ post here: http://forums.civfanatics.com/showthread.php?s=&threadid=26048&perpage=20&display=&pagenumber=3 (scroll down) I only get one if I have „less cities than (TotalCities / NumActivePlayers)“. But every AI only has one city like me (monarch, they can’t have a second one too) and so I can’t have less cities than the average.

Someone else raised the same issue and I think the consensus of the posters was that most likely Mike B. had been slightly less than precise regarding his language -- probably meant "no more than" rather than "less than."
 
I bet you got the settler when you created your first city right? As you plopped the city down it touched a goody hut and you got the settler maybe? I've done that several times. My thinking has always been that my city hadn't registered yet so the game thought I had zero cities while all the AI's had one. Thus I would get a settler. Since you made the second city in 3600, or turn 4, that tells me you had just enough time to take a settler from one square away from your city to the nearest place a new city wouldn't overlap the first city radius wise. :) Wow I wrote a lot for such a simple explanation.
 
No it wasn't that way. To 3600 it's not 4 but 8 turns. I built a warrior in 4 (5, not sure) turns, moved 4 (3) turns (+1 because of a already built road) entered the goody hut, got a settler and immediately built the city.

I've never had your theory yet.
 
Let me state before I begin that I think Mike B. is a great guy and very kind to try to help us at all.

After Mike B. posted the goody hut rules I asked if and how that ratio is rounded, but he never answered. I think that what he said is close to the truth because I have saved games where I turned off the random seed and reloaded many times but never got a settler.

Interesting question, fidelcastro. Mike will probably want to sleep for 72 hours since the patch shipped :D but I hope he will give us a clarification eventually.
