GOTM vs HOF rules

I've submitted a few games to the HOF but would like to try playing the GOTM also.

After a quick review, it appears to me that the "Permitted and Prohibited Exploits and Utilities" are the same for submissions to both the GOTM and the HOF. Is this correct?

No. The permitted utilities are the same, but some exploits are permitted in HOF and banned in GOTM. In particular, I know that the process of destroying per-turn trade deals while keeping your reputation intact is permitted in HOF and banned in GOTM. There may be others.

Edit: The far away palace in PTW (to exploit the rank corruption bug) is also allowed in HOF and banned in GOTM (if it results from moving your palace, but not, apparently, if it results from moving your empire).
