Fellow citizens,

Within a short period, the secrets of Democracy will be ours! It brings high commerce and production, tools to keep our economy running smoothly.

It also brings higher war weariness, requiring us to be careful in our conflicts, fighting those battles that we are confident of success.

My question to you is should we switch to this form of Government, and if so, when?

The Office of the President, after careful consideration, recommends that we consider switching only after completion of the French War. During the war, we need the production capacity to handle any unexpected attacks. After the war, we can accurately judge our position, and best determine if we should switch immediately upon peace, or after a few turns.

Mr. President,

You have also proposed a war against Rome, which you have admitted may be taxing to our troops. With this in mind, I feel that it may be best to wait until all of our short term objectives are met before we enter Democracy.

I fully support the an eventual war with Rome, and am therefore hesitant about entering a new goverment just yet. As you've stated, let's see what the next few years bring about before making our decision.

Respectfully,

Donovan Zoi
Governor of Olympus

I think we need to carefully compare Democracy with Republic, and only switch if there is enough long-term improvement to justify the inevitable cost of anarchy. I suspect with so few cities these two governments may be very close indeed.

And of course, I noticed the saltpeter about 5 minutes AFTER writing this.

I quite agree with the comments made by the people here. This is, however, having exactly the desired effect! We're planning a fair amount ahead. Terrible, isn't it?

DaveShack - that's a good point. I'm assuming that we'll have a group of cities on this continent of about 9 (5 core, 1 German, 1 French, 1 Roman, 1 Persian). That's a pretty nice number that should benefit from Democracy. In addition, those cities will tend to be large cities, so will get even more benefit the Government. It may very well be that we'll not switch to Democracy for some time, but consider it ever 50 turns or so.
