Governments and diplomacy

(Had a brief check and couldn't see this asked elsewhere; apologies if it was.)

I have a couple of questions about governments and how they effect diplomacy:
  • What is the difference between the 'different governments' modifier and the 'they [don't] like your approach to governing' modifier?
  • I assume you still get negative modifiers from a Civ if you are following a government type that they would also follow, but cannot as they haven't yet unlocked it. Is this the case?
Would appreciate any insight. So far I'm finding diplomacy far less opaque than Civ 5 vanilla but not quite sure how this works.

If they're backwards primitives, they still decide they hate you because you don't have their government type.
