For those who want to play in borderless windowed mode, you need to go to the NVidia control panel under 3D settings and force vertical sync ON for all applications.
If you do not, when you drag the map around there is pretty obvious 'tearing', but only in windowed mode. The in game setting only seems to apply to full screen mode.
