Great Lighthouse is nerfed? (don't look in here if you have just started GOTM13)

I built the great lighthouse in the GOTM13.

I got only one extra trade route. What gives?

Don't look at this picture if you haven't started the game 'cause that would be wrong.

Ainwood may have clarified this in his PM, but to be sure, the great lighthouse can only add trade routes in so far as there are extra cities available for trade. For instance, if you only have 3 total cities and no foreign contacts with whom to trade, the city with the great lighthouse can still have no more than 2 total trade routes, not the otherwise anticipated 3 or higher.
