So why is this relevant to your point? Well my feeling is, the Leader IS the civilization in many ways. Their strength of vision is what made them challenge Erebus and going out into the unknown. They are not the types that would probably meekly surrender.

They would be made to surrender. They would be replaced by a minor leader whose alignment could be shifted in order to match yours, effectively mimicing puppet states created after conquest, but they would require that you do something, not just that you vassalize them, hence why I proposed a project like "Create Puppet State". But, actually, a project would be broken since the player couldn't choose which one of its many vassals to puppet-state. However, using Spies could work... and maybe Great Spies :mischief:
