Who do you think was the greatest ruler in the time of human civilization. Im not sure what to say myself, but maybe Philip of Macedon, he made the country a powerfull state.

Napolean not only eliminated France's corrupt Monarchy but also built up his country both externally (war) and internally (schools, socialized medicine, and other things that we now take for granted.)
It's easier to help your country when you're a dictator.
