And unless you can name me a city around Kilimanjaro it is in South america.

But Peruvians and the like are mixed with andeans, not blacks, which is confusing, and If tehy lived at that altitude and weather all their lives, they shouldn't be that dark skinned. That makes me think Africa.

Altitude not high enough for snow. Remember Kilimanjaro is a lone volcano in the middle of the savannah, and there's only snow at the very top, which is uninhabited.

People can be dark-skinned even if they live at high altitude.

And snow is something of a rare occurrence in this city AFAIK.
