It's not...

...countries with Presidents (as a title: Italy has one; as chief executive: Chile has one)
...countries with a strong central power (the US decides much on the "states"-level)
...same letters in Capitals or Official names [is it something silly like "first letter of the Capital is further in the end of the alphabet than the first letter of the Official Country Name?"]

Does it have something to do with 9/11 (2001 OR 1973), judging from the date of your post? The countries are all over the place, so I don't think it's got something to do with a recognition of a certain country by x.

You seems to have some obstacles in solving this map...

(1) It is about capitals...
(2) It is about cities of the red countries

You are on the right way, keep on going!

There are many countries that are not listed, like Czech (most CIS countries), India...
 
Capital is not the largest city?

TIPS: Relations between countries.

So it seems to be about capitals and other cities in the red countries or the first hint would have rather been capitals of the red countries, right?

And with the second hint being relations between countries I would guess it has something to do with embassies.

Maybe embassies not being in the countries' capitals or something like that?
