Russia is a member of the European Council. To be admitted a nation has to ban capital punishment under any normal circumstances. The Latvia thing is probably restricted to crimes in war time which mix murder and high treason. Genocide, that kind of stuff.
Belarus has real Capital Punishment. One of the reasons why we don't let them into any of our snooty clubs.

Japan has Capital Punishment. Getting rid of that is one of the more long term goals of the DPJ iirc.
