I like the gist of this B's OP. I'd like to offer a a counter proposal.
Take the 2nd amendment fiercely literal the other way and have every municipality have a community armory stockpiled with whatever it can afford. It keeps it all under lock and key and each community has enough autonomy to decide how it uses it, provided it meets "well organized" as defined and enforced by the legislature and courts. The right of all well organized citizens' access to these guns as the citizens' militiae shall not be infringed.
