Togugawa can be your best friend in case you share the same religion, in my games he has been "Friendly" many times. Bad side is that other AIs almost always hate him and don't like you either because you trade with him and share his religion.

Togu is also known backstabber, but if you have large army he rarely has guts to attack you (and you usually will be more advanced than he is anyways so you will have better troops).
Sounds like the game i've got going at the moment. Togugawa loves me despite the close borders cuz we are both pounding on Mansa Musa!

I tend to find if you join in wars of your rivals you can get up to +4 from mutual military struggles. Helps if they convert to your religion first.

Izzy seems pretty simple to me, she'll hate you if you're not her religion and like you if yours matches. I've never had her backstab me if I'm of her religion, if you go to that hippy 'free religion' nonsense she's not as openly hostile to you but still doesn't really like you. I'd much rather deal with her than with Monty, she's quite predictable and pretty easy to keep off of you if she's the most powerful.

Plus her AI needs some work on tech choices, she doesn't seem to know that her rather nice UU is enabled by guilds and doesn't seem to research it; I've often ended up fighting her horse archers even though she should have conquistadores by that time.

The definate trick with Toku is the same religion.

Everytime you are the same (or if you create it) he loves you. If you are different he will try to spank you.

Agreed that Izzy needs some tweaking on her research paths. But I've had her get quite cuddly when I adopt Free Religion--which, with its happiness, research, and diplomatic bonus, is not "hippy nonsense", but one of the most powerful and desireable civics in the game.
