Perhaps the dynamic history modders?
I don't see any straightforward Lua commands to do this, but I can think of some possible kludges that may work. For example, you could keep the same base leader but change the leader Description, ArtDefineTag and so on until you have (effectively) a new leader. Likewise for traits. Some of these changes update properly and "stick" with gamesaves, but others don't (it's hard to predict which will work and which won't).
Anyway, I was just hoping someone had some success with this and can relate their experiences. I'll probably make some attempts at this in the next couple weeks. (If it doesn't work or is too kludgey, we'll just have to wait for dll access.)
