Help!! : Civ 4 Starts up, but No menus!!

I would greatly appreciate any help. I installed Civ 4 fine. I can even get it to boot up. But when it is finally done loading, all I can see is the animated Earth and the Title "Civilization IV" nothing else. Any ideas as to what is causing this?

I'm running:
ATI Radeon Mobile 9700 128MB
1.7 GHz Centrino Processor
1024 MB RAM
60GB HD

Also, I bought this computer from cyberpowersystem.com so I ATI won't let me update my drivers. (I don't think it is my drivers however because the game loads without error)

Same here - Animated world, groovy music - But NO Menus to do anything else.

I've had the same Problem on my Laptop (Pentium M 1,7, 1 GB RAM, Ati Radeon 9600 mobility).

Things i did:
Uninstall the Game and Install latest Drivers: no Change.

BUT: after extracting the Art Pack File the Menus show and the Game runs smooth.
(I did NOT get any Error-Message before)
[go to: "Initialization Issues with ATI Graphics Card" on the Civ4 Homepage/Support-Webpage and follow only the directions at the END of the page, after "Unpacking the Art Pack File:"]

Seems that the Art Pack File has some Problems with ATI-Cards...
Please post, if it worked with you.

The support page just says update to v. 1.52. I updated to 1.61, but the problem persists.

so, could anyone give me the former instructions on that website to unpack the art pack file please.

The problem, no menu text in main menu and all other menus, with version 1.61 is solved, I simply deleted the customassets folder in my games/civilization 4. But with 1.74 it persists even after deleting the folder mentioned above.

Besides the problem mentioned above, the game is just without menu text playable, if you call a game without menu text playable.

I'm going to download directx March 09 and see if it works.

this sounds like a corrupted installation - is this the cd version or a digital one (if a digital from which vendor)?
What operating system is this?

It's the cd version.

Running:
Pentium D800 @ 3360 GHz
4 GB Dual Channel DDR2 667
Asus P5 WDG2 WS Professional MB
ATI Radeon x1800 xt 256MB PCIx Video Card
Intel Raid (0)
Windows XP SP3 and Windows X64 SP2 (tested on both systems - same error)

ok: is this just the core game or also one of the expansions?
is this an administrator account (I guess so - just checking)?

Currently, it is just the core game installed. I didn't test it with warlords and the warlords patches.
If you mean the windows account, it's an administrator account.

please open the civilizationIV.ini
set all items with log in their name from 0 to 1
start a game - try to open some menus
close the game
post all items in my games\sid meier's civilization 4\logs as a zip file attachment here

I updated to v. 1.74 after deleting the customassets folder, the civ4.ini and the civ4.ini.bak file.
Now, it works!!! I can see all menu text.
