First i must say that i am not a computer wizz.

Currently working in a country where the internet is, lets say bad. So when i was home on leave i bought a new computer and the game i love Civ 5.

Installed home with internet, and planned to play without when not home.

Now when i am tring to open Civ it tries to connect with steam. When it cant connect, i press play offline. But then again it goes to steam, and after running some time i get the message "could not connect, internett bla bla", and i get no other option than closing the window.

Kindly ask for some helpfull answers so i can fill my days with something meaningfull, that is playing Civ:)

No, it's happened to me as well. I'm offline, no internet whatsoever from when I turn my PC on, and I start Steam up, it comes up with the offline mode box. I click offline mode, and it says something like cannot connect to steam network and won't let me do anything

This has happened to me with Steam, as well. It's quite an annoying feature.

I've heard that Steam occassionally gets an idea up its rear end that it should have updated, and won't allow you to play offline until it's successfully connected to the internet (stupid, I know). In any event, the only answer I've found is to connect to the internet for the day and then Steam will let you play offline for the rest of the day.

you could bypass steam. right-click civ5 exe (directx 11 or 9) and run as admin. 2 prompts will come up: to run civ5 (click yes/ok), to run steam (click cancel). may have to try several times before civ will load. any dlc u purchased will not be playable

I've had this problem before when my internet went down. I didn't see anything when doing an internet search later. Some people said the offline mode needs to be setup beforehand, and then it should work when you are actually offline. If that is true, then unplanned internet outages would not be helped by offline mode (since I keep it online otherwise).

Every game save you have would be unplayable. It'll say the game has DLC you haven't installed or something like that. Maybe you could start a new game, but I've never tried that.

This is the answer I think. One of the mods posted a link to Steam instructions for doing this in a similar thread recently and it helped me finally figure it out. Here are the steps basically:
1) You have to be connected to Steam (and your password has to be checked to save I believe).
2) Go to your games (list view), verify cache (make sure the game is updated), and actually start the game that you intend to play later in off-line mode.
3) Close the game and put Steam in off-line mode.

You can basically play forever in off-line mode after you've done this. If you ever connect to steam on that computer again, however, you'll probably have to go through the set up for off-line mode again.
