Help Please!

I was playing around with the graphics settings because my computer is a little old and cant run cIV at its highest. I changed the screen revolution to the smallest one available and tried to play, however something went wrong and so i re-installed the game. When I tried to run it, I got this message:

Initialize Rendered failed. Check Direct X installation, Latest Graphics Drivers adn Graphics Settings
Parameters:

HELP!?????

Please install first the newest directX version (yes, i know, sounds stupid, why should it have changed, but please do it).

I did install it, same problem

Which directx did you install? It needs to be the most recent version of DirectX 9c (yes even if you have Vista with DX10 or Win 7 with DX11) from Microsoft

I downloaded from that link but now I get the same thing just different numbers

is my computer just not good enough or something ??????
