Help with Directx 10/11

I can't seem to get Civ5 to run smoothly at all with directx 10/11. It runs perfectly in DX9. Here are my computer's specs.

Intel core2 quad 2.66 GHz
4 gigs ram
GeForce GTX 260

I don't get what is going on. My PC should be able to run this fine.

Go to Www.nvidia.com and make sure you have the latest drivers.

Go into control panel, display options, and nvidia control panel. Click on change my 3d settings and click "let the 3d application decide". Or something similar.

In the games options(in civ v) under video, hit default. Change your resolution to whatever it is. If you have a real high res, try lowering it also to see if that helps.
